Nearly 3 decades on, Bastar out of home ministry's Red list

RAIPUR: Once synonymous with the rise of Maoist insurgency, Bastar, along with Kondagaon, have been removed from the list of Left Wing Extremism (LWE)-affected districts by Union home ministry, marking a turning point in Chhattisgarh's mission against Naxalism.

This comes a week after Maoist general secretary Basavaraju was gunned down, along with 27 other Maoists, in neighbouring Narayanpur district. Bastar had been on the LWE-affected districts' list for at least 25 years.
Bastar and Kondagaon have now been sub-categorised as 'districts of legacy and thrust', which means Maoist activities have come down to a great extent. Bastar range IG P Sundarraj told TOI, "Kondagaon and Bastar are among 30 districts across the country now brought under 'districts of legacy and thrust' category.
This removes them from the category of LWE-affected regions but they need development and vigilance on the operational front.
"
Other districts of Bastar division - Sukma, Bijapur, Narayanpur and Kanker - are still categorised as 'most affected LWE districts' while Dantewada features among 'other LWE districts'.
Dhamtari, Kabirdham, Khairagarh-Chhuikhadan-Gandai and Rajnandgaon have also been sub-categorised under 'legacy and thrust districts'.
Bastar and Kondagaon were once counted among the hotbeds of Maoist insurgency, but incidents of violence have dropped significantly in recent years. The lone encounter in Kondagaon in nearly five years was on April 16 when two senior Maoist commanders were gunned down. Both districts saw good voting in the 2023 assembly polls - Bastar 84.6% and Kondagaon 81.7%.
In the recent notification issued by MHA, 18 districts in the country are identified as 'LWE-affected', 'other LWE-affected' or 'districts of concern', including six in Chhattisgarh.

"Due to effective anti-Naxal operations in recent months, we have seen remarkably positive outcomes in the LWE scenario in Bastar Range. Categorisation of Kondagaon and Bastar as 'districts of legacy' is a significant step closer to being 'Maoist-free'. All our efforts would now be focused on ensuring that Naxal menace is totally eliminated in Bastar Range," Sundarraj said.

No fight with Muslims: New Bengal BJP chief

KOLKATA: BJP "is not fighting Muslims... and the state's plurality needs to be saved", Samik Bhattacharya said Thursday, soon after taking over as the party's new state president. "There is a conscious effort to divide Bengal on the basis of religion. The minority community should understand we are not fighting against them. We are fighting against the forces that shove stones in their boys' hands. We want to replace thosestones with books. We want to replace the swords in their hands with pens," he said. Bhattacharya's line contrasts sharply with the shrill anti-Muslim pitch adopted by his BJP colleague and assembly opposition leader Suvendu Adhikari, and comes after his party's abject defeat in Kaliganj assembly bypoll. Kaliganj is a Muslim-majority constituency in Nadia. BJP was the only party that saw its vote share dip (from 31% in 2021 to 28.2% now), prompting TMC to emphasise how BJP had failed to hold on to even its majority community votes. It remains to be seen whether Bhattacharya's party colleagues keep up their anti-Muslim pitch even as he takes a conciliatory approach, which would indicate the party has hit on a good cop-bad cop strategy with Bengal's approximately 2.5 crore Muslim voters. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 5 Books Warren Buffett Wants You to Read In 2025 Blinkist: Warren Buffett's Reading List Undo "Look at Bengal's villages. Morchhe Musalman, marchhe Musalman (Muslims are killing and Muslims are dying). Who is responsible for this situation? Those who do not like BJP may not vote for us. But they should accept that 90% of the people killed in the last three years have been Muslims," he said. "BJP wants visarjan and Muharram processions to walk side by side without any malice against each other. We do not want riots. We want the minority youth to know Bengal through the eyes of Syed Mujtaba Ali and Kazi Nazrul Islam, not terrorists. We want to save Bengal's plurality," Bhattacharya said while the Bengal BJP leadership and former Union minister Ravi Shankar Prasad were on the dais.

EC to press ahead with poll rolls revision, says it's lawful

NEW DELHI: Notwithstanding opposition's refrain that the ongoing special intensive revision (SIR) of Bihar's electoral roll stands to disenfranchise "tens of lakhs" of electors, EC remains steadfast in proceeding with the exercise strictly in conformity with the Constitution and the laws governing voter enrolment. "The implementation of SIR in Bihar is running as per schedule with the active participation of all election staff and all political parties in the most transparent manner. Despite apprehensions of some, SIR will ensure that all eligible persons will be included," CEC Gyanesh Kumar told TOI on Thursday. Kumar cited Article 326 of the Constitution of India and Section 19 and 21 of Representation of the People Act, 1950 to highlight how the legal framework necessitated SIR, saying "there is nothing more transparent in a democracy than the law". While Article 326 of the Constitution mandates that only Indian citizens not less than 18 years, unless disqualified under any other law, will be registered as electors, Section 19 of R P Act, 1950 states that a person must be ordinarily resident in the constituency where he is enrolled. Section 21 of the R P Act provides for revision of electoral roll before each assembly/Lok Sabha poll/bypoll. During their meeting with 11 opposition parties on Wednesday, EC assured them that SIR exercise in Bihar is being conducted in a planned, structured and phased manner to facilitate the inclusion of all eligible citizens. Sources told TOI that between June 23 and July 2, the number of BLAs has risen to over 1.5 lakh from around 1.4 lakh, with the Congress doubling its BLAs in the field. "EC urges all eligible citizens in Bihar to participate actively in this special drive to ensure that no voter is left out," the poll panel said and also appealed to parties to appoint more BLAs. While assuring parties that not a single person who fulfils the conditions for enrolment, will be left out, an EC official explained that ineligible voters, including illegal immigrants and those not ordinary residents in that constituency, will need to be dropped. "However, no Bihar migrant will be disenfranchised; just that he will be enrolled in the constituency or state where he is ordinarily resident, that is, where he has been living for a reasonable period of time on grounds of marriage, work etc," explained the official. Another senior EC functionary said SIR in Bihar was necessitated as the last exercise was undertaken 22 years ago.

Shivraj Chouhan says 5 lakh PMAY beneficiaries in J&K to be provided houses soon

Omar Abdullah and Shivraj Singh Chouhan (ANI photo) SRINAGAR: With chief minister Omar Abdullah sitting next to him, Union minister for agriculture and rural development Shivraj Singh Chouhan on Thursday said nearly five lakh people in Jammu and Kashmir did not own a house, and they would be allotted one soon. Addressing a press conference, Chouhan said the allotment of 93% of houses under the Pradhan Mantri Awas Yojana (PMAY) in J&K had been completed, and the remaining eligible beneficiaries had been identified. 'In a recent survey, five lakh names have been identified as deserving housing. The allotments will be made soon after the verification process,' he said. Under the LG-led administration earlier, Omar had questioned the criteria for identifying the housing scheme beneficiaries in J&K. 'Before allotting land, govt must clarify whom it considers 'homeless',' he had said in July 2023. He had made it clear that he was opposed to the inclusion of those who came to Kashmir after the abrogation of Article 370 in 2019 under this scheme. J&K parties have in the past accused the Centre of attempting to settle 'outsiders' in Kashmir. Chouhan emphasised that a developed J&K was crucial to PM Narendra Modi's vision of a 'Viksit Bharat'. He praised the state's initiative, 'Kisan Khidmat Ghar' — a one-stop centre providing farmers access to all agricultural services under one roof. The minister said farmers in the UT who had received land allotments from govt but lacked official documentation would be considered for inclusion under the Pradhan Mantri Kisan Samman Nidhi scheme. Govt was also planning to launch the Restructured Weather Based Crop Insurance Scheme soon to ensure that horticulture crops were accurately mapped and included under the PM Fasal Bima Yojana, he added. Chouhan expressed satisfaction with the variety of horticulture crops grown in the region, but also raised a critical issue of imported plant materials often turning out to be infected after two or three years. To address this, a Rs 150-crore Clean Plant Centre would be established in Srinagar under the Mission for Integrated Development of Horticulture, he said. 'It will focus on clean, disease-free planting material for apples, almonds, walnuts and berries. Private nurseries will also be supported to ensure high-quality, pathogen-free plants are made available to farmers,' he added. Calling 'saffron' a symbol of Kashmir's identity, Chouhan announced that the Centre would establish a tissue culture lab and nursery to boost its production. He said the National Saffron Mission would be revised to suit local conditions, and an expert team of scientists would be formed to improve productivity and reduce losses.
