Goa's Animal Birth Control (ABC) programme has completely failed to put a leash on the state's stray dog population, legislators told animal husbandry minister Nilkanth Halarnkar on Friday.
Speaking during the discussion on the demand for grants for the animal husbandry department, legislators warned that in the absence of serious action, stray dogs will continue to increase.
BJP legislators said the department's sterilisation programme needs a revamp. 'Dog attacks on children and tourists are increasing. There is an urgent need for a stray dog policy for Goa. Only when we have a policy will our efforts and this situation fall into place,' said Mormugao MLA Sankalp Amonkar.
A child was attacked by stray dogs at Curti on Thursday, the second such incident in the same village within a week. The incident was the fifth case of a dog attacking a resident in the state in less than a fortnight. The minister has not given a satisfactory answer on stray dogs. Take the incident that happened at Ponda seriously,' said BJP lawmaker Nilesh Cabral.
They were not the only BJP MLAs to take on Halarnkar. 'The situation is getting worse day by day and I don't know what we are waiting for.

. NEW DELHI: A day after asking its poll personnel in the field to ignore repeated threats and allegations by some opposition netas and continue working impartially, the Election Commission decided to reward the officers involved in electoral roll revision, reports Bharti Jain. For booth-level officers (BLOs), annual remuneration and incentive for roll revision stands doubled to Rs 12,000 and Rs 2,000 respectively. These rates were last revised in 2015. BLOs will also get Rs 6,000 as special incentive for special intensive revision (SIR). The BLO supervisor will receive an annual remuneration of Rs 18,000 as against Rs 12,000, in force since 2015. EROs and assistant EROs, who did not get any honorarium so far, will now receive an honorarium of Rs 30,000 and Rs 25,000 each. Stating that pure electoral rolls are bedrock of democracy, EC Saturday commended the electoral roll machinery comprising EROs, Asst EROs, BLO supervisors and BLOs for doing "a lot or hard work" and playing "a pivotal role in preparation of transparent rolls". Kolhapur: After the Bombay high court issued a notification, accompanied by an order from Chief Justice Alok Aradhe, on Friday, preparations are underway to set up the circuit bench at the old district court complex in front of the CPR Hospital. The work at this site is expected to be completed by Aug 9. The inaugural programme is scheduled for August 16, while the judges and division court of the Bombay HC are set to commence sittings from Aug 18. Lawyers, political parties, and residents from all six districts — Kolhapur, Sangli, Satara, Solapur, Ratnagiri, and Sindhudurg — celebrated upon receiving the notification on Friday evening. In Kolhapur city, celebrations took place at the district court complex building, Chhatrapati Shivaji Maharaj Chowk, and Dasara Chowk, among other locations. Firecrackers were set off, and sweets were distributed across all six districts as a long-standing demand for a circuit bench in Kolhapur, pursued for over 40 years, was finally fulfilled. Hundreds of agitations, indefinite strikes, bike rallies, hunger strikes, and other measures were employed in the past by lawyers and political parties to advocate for the circuit bench. Two judges will preside over the division bench and two as independents. The neighbouring building will house the registry. Chief Justice of India Bhushan Gavai, Bombay high court Justice Alok Aradhe, chief minister Devendra Fadnavis, deputy chief ministers Eknath Shinde and Ajit Pawar, Goa chief minister Dr Pramod Sawant, and judges from the circuit bench will be present for the inaugural ceremony. New Delhi: Former Chhattisgarh Chief Minister Bhupesh Baghel and his son Chaitanya Baghel have approached the Supreme Court, seeking the legal authority and jurisdiction of central investigative agencies-the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED)-in probing alleged irregularities linked to the multi-crore liquor scam in the state. The petition, according to reports, filed amid escalating political tensions, seeks clarity on whether the agencies have overstepped their mandate under the Prevention of Money Laundering Act (PMLA) and other statutes. The matter is scheduled for hearing on Monday before a bench comprising Justice Suryakant and Justice Joymalya Bagchi. The move comes days after Chaitanya Baghel was arrested by the ED in connection with a Rs 2,160 crore liquor scam that allegedly operated during Bhupesh Baghel's tenure as Chief Minister. The ED claims that a parallel liquor distribution network siphoned off massive sums through unaccounted sales and illegal commissions, implicating several political and bureaucratic figures. Bhupesh Baghel has publicly denounced the arrest and subsequent raids at his Bhilai residence, calling them politically motivated and designed to suppress dissent. "The ED is being used as a tool to target opposition leaders," Baghel said, alleging that the timing of the arrest-on his son's birthday-was symbolic of the Centre's vendetta politics. The Congress party has backed Baghel's stance, staging protests across Raipur, Jagdalpur, and other districts, accusing the BJP-led Centre of weaponising investigative agencies to intimidate political opponents. Chaitanya Baghel, son of former Chhattisgarh Chief Minister Bhupesh Baghel, was arrested by the Enforcement Directorate (ED) on July 18, 2025, which was also his birthday. The arrest was part of an ongoing investigation into a Rs 2,160 crore liquor scam allegedly involving a nexus of politicians, bureaucrats, and liquor contractors operating during Bhupesh Baghel's tenure. ED officials conducted raids at the Baghel family residence in Bhilai, Durg district, early in the morning on July 18. Chaitanya was taken into custody under Section 19 of the Prevention of Money Laundering Act (PMLA). The ED cited non-cooperation during the search as grounds for immediate arrest. Bhupesh Baghel publicly condemned the timing, calling it a "birthday gift" from the Central government and alleging political vendetta. The first ED raid at Bhupesh Baghel's Bhilai residence occurred on March 10, 2025. Baghel claimed that this earlier raid was timed to prevent him from participating in the state budget session, alleging that it was politically motivated and aimed at silencing opposition voices. Between the March raid and the July arrest, Baghel stated that no formal notice or inquiry was issued to his son, raising questions about procedural fairness. The ED alleges that Chaitanya Baghel received Rs 16.70 crore in illicit funds and played a key role in laundering over Rs 1,000 crore through real estate and other channels. The case has since become a flashpoint in the broader debate over the use of central agencies against opposition leaders.
