
Gurugram RWAs welcome tie-up on green spaces, urge MCG to cut red tape
Gurugram's Resident Welfare Associations (RWAs), Civil Society Organisations (CSOs) and other community groups have welcomed the Municipal Corporation of Gurugram's (MCG) move to enhance city parks and green spaces but urged the Haryana government to treat RWAs as partners and not contractors. Voicing the thoughts of RWAs, Bhawani Shankar Tripathy, vice president of the RWA of Sector 23A, said residents are excited about the MCG commissioner's vision of boosting green spaces through citizen engagement but pointed to gaps in the current 'Park and Greenbelt Maintenance Policy'.
'The Haryana government must call this initiative 'Bhagidari' with RWAs, and not a contractual agreement with maintenance agencies. RWAs are voluntary welfare bodies, not service contractors, and must be treated as partners of the urban local body,' Tripathy said.
He further recommended replacing the mandatory notarized agreements with a simple 'Partnership Terms and Conditions' document. 'In practice, MCG remains the primary maintaining agency. RWAs are being brought in to support this effort, with financial assistance — not hired as contractors,' he added.
RWAs have also raised concerns about the stringent financial conditions, which require submission of bills, cheques, and cash vouchers, increasing paperwork for both residents and officials. Many believe this conveys distrust and delays payments critical for upkeep. 'MCG routinely delays payments by months. Our park maintenance bill from March 2025 remains unpaid. New work orders were issued only in June after three months, leaving us without funds to maintain parks or pay gardeners,' Tripathy said.
RWA president of Sector 46, Rajkumar Yadav echoed similar concerns. 'Minimal paperwork is needed in the digital age. RWAs should upload bills online, and payments must be cleared within two weeks. The process should be limited to junior engineer and executive engineer approval to avoid bureaucratic delays,' Yadav said, adding that RWAs should also be allowed to lock parks at night to prevent anti-social activities.
MCG commissioner Pradeep Dahiya called the initiative a step toward 'shared civic responsibility.' He confirmed several RWAs have approached MCG with proposals, and the corporation will prioritise parks with chronic maintenance gaps. 'Residents want better-maintained parks. This model empowers communities while ensuring accountability through MCG's supervision,' Dahiya said.
Praveen Malik, president of Rising (SARE) Homes Society in Sector 92, called for expanding the initiative to New Gurugram and freeing encroached land parcels for green development. 'With monsoon approaching, this is the ideal time to hand over parks and green belts to RWAs. In Manesar, land patches encroached by locals must be cleared and converted into green areas with builder and RWA support. We've already turned one garbage dump into a lush park,' Malik said.
The Urban Local Bodies (ULB) department offers ₹ 4 per square metre per month for maintenance, with annual increases and strict conditions to keep parks public and prevent commercialisation. Residents hope with greater trust, streamlined processes, and fair financial support, Gurugram can set an example for participatory green development.

Gurugram: Dwarka e-way RWAs hold protest against enroachments
Representatives of around 10 resident welfare associations (RWAs) from condominiums along the Dwarka Expressway and their residents held a protest on Sunday against encroachments and illegal constructions along the expressway and master roads. A meeting was also conducted, where issues pertaining to sanitation, roads, and lack of transport were discussed. 'The entire stretch of land along Dwarka expressway which has been earmarked for green belts is witnessing illegal construction of shops and other buildings. We want action from the authorities,' said Vibhas Kumar, president, Enigma Apartments RWA. Earlier, the RWA representatives held a meeting under the aegis of Dwarka expressway Gurugram Development Association to discuss pressing civic issues affecting the large number of residents in societies along Dwarka expressway. Sunil Sareen, joint convenor of the association said the meeting centered around urgent civic and infrastructure issues such as pending development of the 24-metre service roads, lack of unified electricity billing system, incomplete 33kVA electricity infrastructure, lack of public transport, rampant encroachment of green belts and lack of development work by civic agencies. During the meeting, it was also decided to form three committees to pursue the matter with authorities and the court to ensure that civic conditions improve, said the representatives. 'It has been decided to form three committees which will pursue issues related to roads, green belts, and infrastructure. All the RWAs will join hands and pursue development issues and address lacunae in working of HRRS (Haryana Registration and Regulation of Societies) Act,' Sareen said. RS Bhath district nodal officer, enforcement, when asked about illegal construction on land marked for green belts said that action will be taken if construction is being carried out on land acquired by the government. 'In case the land has not been acquired then matter will taken up with concerned local authority and action initiated. Illegal constructions and encroachments will not be allowed,' he said.

Early property tax rebate: Date extended till July 31
New Delhi: Municipal Corporation of Delhi (MCD) extended the deadline for the 10% early property tax filing rebate until July 31. Property owners can now receive the 10% rebate by making their tax payments before the new deadline. Previously, the deadline was June 30. The extension was granted following a standing committee meeting, where concerns were raised about technical issues affecting the corporation's property tax portal, which prevented many users from accessing the system. The announcement was made by standing committee Chairperson, Satya Sharma. Besides the 10% rebate for advance payment of taxes, other rebates given to senior citizens, women, etc., will also continue until July 31. The civic body earlier claimed to intensify camps with RWAs and take other measures to increase tax collection. MCD established a property tax collection target of Rs 4,000 crore for 2025-26. There are approximately 13 lakh taxpayers, and the civic body is also taking measures to bring more taxpayers under the tax net.
