Train firing case: Trial resumes against sacked RPF constable after five months

Mumbai, Aug 4 (PTI) After a five-month gap, the trial against sacked RPF constable Chetansinh Chaudhary, accused of shooting dead four people on a moving express train in 2023, recommenced on Monday, with a sessions court deeming the accused mentally fit.
Chaudhary had earlier claimed that he was mentally unfit to stand trial.
The sessions court on Monday resumed trial with the deposition of the sixth witness, a former RPF head constable, in the case.
On July 31, 2023, Chaudhary allegedly shot dead four persons — three passengers and one of his senior colleagues, an RPF Assistant Sub-Inspector, Tikaram Meena — on the Jaipur-Mumbai Central Express near Palghar station in Maharashtra.
Eyewitness and dismissed RPF head constable Narendra Parmar (60) told the court that one of the victims, Asghar Shaikh, pleaded for mercy with Chaudhary moments before he was shot twice in the chest in S6 compartment of the Jaipur-Mumbai Superfast Express in 2023.
'Shaikh said Mai aam mulazim hoon. Main bhi bhagwan ko manta hoon'¦ Bhagwan and Allah ek hai'¦" (I am just an ordinary employee. I also believe in God. God and Allah are one)", Parmar said.
Parmar was dismissed along with RPF constable Amey Acharya for failure to discharge their duties.
Parmar told the court that Chaudhary was visibly stressed.
He wanted to stop Chaudhary but feared that the attempt to restrain him could result in more passengers getting shot.
Chaudhary has been charged under Indian Penal Code (IPC) sections 302 (murder), 153-A (promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc) and others, as well as relevant provisions of the Railways Act. PTI SP NSK

After trial drags on for 49 yrs, 71-year-old confesses to theft
On Saturday, a weary Kanhaiya Lal stood before the chief judicial magistrate, Jhansi, and confessed to theft and embezzlement from a cooperative society. The trial had dragged on for 49 years. CJM Munnalal found him guilty under multiple sections of the Indian Penal Code, including 457 (housebreaking), 380 (theft), 409 (criminal breach of trust by public servant), 467 (forgery of valuable security), 468 (forgery for purpose of cheating), and 120B (criminal conspiracy). His punishment: A total fine of ₹2,000. The court imposed ₹300 each under sections 457, 380, 409, 468, and 120B, and ₹500 under section 467. The court took into account his confession, time already spent—nearly a year—in custody, and his health. Upon paying the fine, he was allowed to return home to Gwalior, Madhya Pradesh. GS Chauhan, a senior advocate in Lucknow high court, said pendency of cases is common in all courts across the country. 'This issue can only be addressed by constituting more courts at the district level, strengthening lower judiciary and making time bound redressal of cases compulsory,' he said. In 1976, Kanhaiya Lal, then employed as a peon at the LSS cooperative society in Bamanua village, Jhansi district, was one of three employees named in a complaint filed by the then-secretary, Bihari Lal Gautam. The FIR alleged that Lal, along with two colleagues, Lakshmi Prasad and Raghunath, had stolen a receipt book and a wristwatch valued at ₹150. Police found forged receipts with fake signatures had been used to collect ₹14,472 from society members. Lakshmi Prasad alone was alleged to have misappropriated ₹3,887.40. A case of theft and embezzlement was registered, and all three accused were arrested and sent to jail. They were later granted bail. Both Lakshmi Prasad and Raghunath died during the course of the trial. Kanhaiya Lal, however, continued to appear before the court till 2012. Special prosecution officer Akhilesh Maurya said the case remained inactive for nine years before a month-bailable warrant was issued against Lal in 2021. The charges were framed against him on December 23, 2023. It took nearly two more years, for a verdict; that too only after Lal appeared in court and informed the judge he wished to end the matter by pleading guilty.

A major security breach took place at Red Fort in the national capital, where a mock drill conducted by the Delhi Police's Special Cell before the Independence Day event allowed a team to enter the fort with a dummy bomb, officials said on Tuesday. In response to the security lapse, seven police personnel on duty were immediately suspended and are now facing investigation. DCP Raja Banthia has ordered a thorough review and strengthening of security measures. Red Fort is a high-security zone, especially during weeks in the run-up to the Independence Day celebrations, when the Prime Minister hoists the Tricolour and addresses the nation from its ramparts. Any security breach at the Red Fort is considered serious due to the potential threat from terrorists. Meanwhile, five Bangladeshi nationals were caught trying to enter the Red Fort illegally on Monday. 'All of them are illegal immigrants. They tried to forcibly enter the Red Fort premises," the police said. 'The police have recovered some Bangladeshi documents from them. Currently, they are being interrogated," officials said. They were found with fake Aadhaar cards and were sent to a detention center, officials said. Last Updated: Karnataka has stressed on the need to curb unauthorised sales of synthetic and psychotropic drugs, instructing police to adopt the Belagavi model involving prosecution of consumers The formation of the anti-narcotic task force in Karnataka has significantly enhanced efforts to combat the drug menace in the state. The Bengaluru City police have mandated the establishment of an anti-drugs wing at all schools and colleges to monitor, trace, and eradicate drugs and their associated networks. With a notable increase in drug use among students and teenagers, they have intensified their approach by targeting consumers, a shift from previous practices. Bengaluru has experienced one of its largest drug seizures, with over Rs 60 crore worth of narcotics confiscated so far. 'That's why we are building on our intelligence network in educational institutions as well. We understand we have to catch them at the initial stage so that they don't go down the wrong path later in life," Bengaluru Police Commissioner Seemanth Kumar Singh told News18. In 2024, addressing the surge in drug abuse in educational institutions, the Karnataka government implemented a comprehensive plan. Chief Minister Siddaramaiah announced a student policing system to oversee schools, colleges, and hostels, incorporating NCC and NSS units to identify and report drug-related issues. The state government officially established the anti-narcotic task force (ANTF), which will operate under the supervision of the DG and IGP, and report to the ADGP, Cyber Command, functioning statewide. This initiative followed Siddaramaiah's push for a ministerial task force to dismantle drug networks across the state. The home department will also create an Anti-Drug Control Commissioner position to collaborate with the Drug Controller Board under the health department, led by an IPS officer. The Bengaluru police stress a holistic approach to tackle the drug menace, with them playing a vital role supported by other departments and society. They are fostering awareness, collecting information, booking cases, and maintaining a zero-tolerance policy. Singh said constantly tracing the origin and movement of drugs is essential. 'In a big city like Bengaluru, it's a constant challenge. Every time we crack down, they come up with new ways to get drugs in. Recently, we seized drugs sent through post offices, parcels via private couriers, and even online sales. Then there's the Dark Web — that's another major problem," he said. The newly formed ANTF includes 10 new positions — two additional SPs, two ACPs to oversee narcotics cases — and absorbs 56 personnel from the anti-Naxal force (ANF), including two police inspectors and four sub-inspectors. The state has stressed on the need to curb unauthorised sales of synthetic and psychotropic drugs, especially in medical shops, instructing police to adopt the Belagavi model, which involves prosecuting drug consumers, not just suppliers. Given Belagavi's proximity to other states and its location along a known drug corridor into Goa, this approach has seen a surge in drug cases. 'Booking the consumer helps track the source and network — and also acts as a strong deterrent," said another senior police officer. The ANTF will also bring in outsourced experts — legal, forensic, and data analysts. The government has established a Cyber Crime Prevention Unit and renamed 43 Cyber, Economic, and Narcotics (CEN) police stations as cyber crime stations, registering cases under the IT Act and BNS sections related to cyber crimes. The CEN will track and trace drug rings, many now operating on the Dark Web. The estimated annual recurring expenditure for the ANTF is around Rs 2.77 crore. State home minister G Parameshwara said the task force will work like a rapid-response team. 'They act wherever the information comes from. We've already given instructions to every SP," he said. All police officials and related departments will be trained on the MAP-Drugs app to address drug abuse and booking. District-wise targets will be set to curb drug abuse, and sub-committees modeled on the ANTF will coordinate efforts across districts. The state has intensified airport checks and advised including customs, DRI, and other agencies, including the recently formed ANTF, in coordination meetings.
