Cuttack: Orissa high court has taken cognizance of a newspaper report highlighting the alleged presence of over 700 unsafe and dilapidated buildings in Cuttack city. These structures, including both private and govt properties, pose a serious risk to public safety and demand immediate remedial action.
In an order passed on June 19, the special bench hearing PILs related to civic issues directed the Cuttack administration to file a comprehensive status report on unsafe structures when the matter comes up next on Aug 14.
The bench comprising Justices S K Sahoo and V Narasingh issued the directive after ADM (general), Cuttack, Shiv Toppo, appearing through video link, informed the court that a dedicated committee has been formed to identify unsafe structures within city limits.
The committee includes representatives from the roads and buildings division (I), Cuttack Municipal Corporation (CMC), Cuttack Development Authority, and the sub-collector (Sadar), Cuttack.

The ADM submitted that the committee has begun its survey, and as an initial step, the superintending engineers of R&B divisions I and II have identified 12 unsafe buildings, with the details forwarded to the sub-collector for action under Bharatiya Nagarik Suraksha Sanhita, 2023.
However, identifying all dilapidated structures will take additional time.
The court emphasised the urgency of the situation and said, "The ADM, Cuttack-cum-nodal officer shall furnish a fresh report regarding the identification of dilapidated structures in the city and action taken by the sub-collector, Sadar, Cuttack on the unsafe buildings."
Localities such as Nimchouri, Nayasarak, Bamphisahi, Chandni Chowk, Buxi Bazar and Badambadi CESU Colony have been flagged as high-risk zones with several structures reportedly in a state of severe disrepair.
Concerns over building safety in Cuttack are not new. In 2010, following a tragic building collapse in Delhi that claimed 60 lives, the CMC had announced plans for a survey of decrepit structures. A similar initiative was announced again in 2019, with a special team proposed for the purpose. However, according to official sources, both initiatives failed to materialise into concrete outcomes.
With the high court now monitoring the issue, civic activists and residents are hopeful that long-pending measures will finally see implementation, ensuring safer urban infrastructure for the people of Cuttack.

CMC organises celebrations for slum kids

Cuttack: Cuttack Municipal Corporation (CMC) organised a special Raja celebration for underprivileged children at Vikash Bhawan on Friday. The event, which celebrates womanhood, saw participation from 130 children under the age of 15 from 15 different slums. The celebration included swinging on swings, games, and music. "We wanted every child, regardless of background, to be part of this joy," said CMC assistant commissioner Swati Mishra. The participants were gifted new dresses, cosmetics and gift coupons. Adding to the festivities, women SHGs set up food stalls serving traditional delicacies like pitha and dahibara, promoting local cuisine while supporting women's entrepreneurship. A highlight of the celebration was a special mehendi session. More than 50 CMC workers coordinated the event, ensuring smooth management and a joyful experience. "I loved the mehendi and my new dress. I have never celebrated Raja like this before. It was the best day," said eight-year-old Sanjana from Nimpur slum, reflecting the impact of the initiative on the young participants. Some children presented a cultural programme. The event successfully combined cultural celebration with community outreach, marking a significant effort by CMC to make traditional festivals inclusive for all sections of society. Calcutta HC refuses bail to Panoli for controversial remarks amid tensions

The Calcutta High Court on Tuesday refused to grant interim bail to social media influencer Sharmistha Panoli, who is accused of making controversial remarks against a community in the context of Operation Sindoor—coordinated missile strikes conducted by the Indian armed forces. According to a LiveLaw report, Panoli challenged a remand order issued by a trial court, which had placed her in judicial custody for 14 days. Court stresses caution in diverse society While denying bail, the court listed the matter before the next vacation bench and stated, 'This video was made on social media, it was heard, this incident has led to a section of people's sentiment being hurt. Look, we have freedom of speech, but that doesn't mean you will go on to hurt others. Our country is diverse, with people from different castes, creeds, religions, etc. We must be cautious by saying this. So, day after tomorrow. Heavens will not fall.' Panoli faces legal action for blasphemous content Panoli, a law student at Symbiosis Law School, allegedly made blasphemous remarks against Prophet Mohammad on her social media accounts. After facing backlash for the offensive video, she deleted it and issued a public apology. Despite this, she was arrested in Gurugram by Kolkata Police. Defence argues arrest violated due process under BNSS Her counsel argued that the arrest was illegal, stating the offences listed in the FIR were non-cognisable. The counsel also contended that Panoli had not been served a notice prior to arrest, which is required under the Bharatiya Nagarik Suraksha Sanhita (BNSS). The state counsel responded that a notice had been issued but could not be served because Panoli had fled with her family. Next hearing set for June 5; case diary requested The High Court directed the West Bengal government to produce the case diary related to Panoli's arrest at the next hearing, scheduled for 5 June. Operation Sindoor: military response to Pahalgam attack On 7 May, the Indian armed forces launched coordinated missile strikes on terrorist infrastructure at nine locations in Pakistan and Pakistan-occupied Kashmir (PoK). The strikes were in retaliation for the 22 April terror attack in Pahalgam.
