
Union MoS applauds Meghalaya's progress

concluded his two-day official visit to Meghalaya on Friday as part of the Centre's ongoing efforts to assess and accelerate development initiatives in the northeast and lauded the progress of Meghalaya in various spheres.
The minister engaged with senior state officials, district administrators and departments to review the implementation of centrally-sponsored schemes and emphasised on infrastructure, social empowerment and livelihood-based programmes.
Highlighting the Centre's commitment to uplift remote regions, Gurjar said, "The Govt of India's vision for a Viksit Bharat can only be achieved when every region, including remote and hilly areas like Meghalaya, progresses hand-in-hand with the rest of the country".
He emphasised the importance of effective Centre-state coordination, digital monitoring, and efficient fund utilisation, while calling for timely and transparent execution of projects.
Gurjar reviewed the progress of flagship schemes such as the Pradhan Mantri Awas Yojana, the Lakhpati Didi initiative, Jal Jeevan Mission, and the strengthening of Primary Agricultural Credit Societies among other centrally sponsored schemes.

He acknowledged the successful implementation of these programmes, noting that grassroots feedback is crucial for policy evaluation and real-time course correction.
Gurjar also acknowledged the challenges in land acquisition due to hilly terrain, forest cover and community ownership for critical infrastructure projects like airports and railways in Meghalaya.
"In a democracy, we must listen to people's concerns.
Environmental sensitivity and local participation must go hand-in-hand with development," he said.
The minister appreciated the efforts of the Meghalaya administration and civil society for the visible progress on the ground. He noted that under Prime Minister Narendra Modi's leadership, the northeast has seen a decline in violence and insurgency, stronger financial support from the Centre, and increased ministerial outreach over the years.
He called for transforming Khasi Hills into a model of development, stating, "Let it be an example of what a truly developed India can look like. I am truly pleased to see the honest and dedicated efforts made by the administration here in Khasi Hills. It is visible on the ground, and I congratulate everyone involved".

Image: PTI/Reuters Union Sports Minister Mansukh Mandaviya introduced the National Sports Governance Bill in the Parliament on Wednesday in a move that is set to transform sport in India, including and especially cricket. The landmark bill aims to set the framework for transparent and fair functioning of National Sports Federations (NSFs) and promote athletes' welfare as well as ethical practices in sport. It also aims to introduce measures for better resolution of administrative disputes. STORY CONTINUES BELOW THIS AD The Sports Ministry plans on bringing about the changes by setting up a National Sports Board, which will have the authority to act on a host of issues including financial mismanagement and or dodgy elections and will even have the authority to suspend federations for failure to comply. What's unique about this bill is the fact that it finally brings the powerful Board of Control for Cricket in India (BCCI), which has long maintained autonomy, under government's ambit. How will the National Sports Governance Bill affect the BCCI? The biggest takeaway from the new Bill tabled in Lok Sabha on Wednesday is that the BCCI will finally be treated like any other NSF. The cricket board, which doesn't receive government funding, wasn't considered an NSF until 2019, and had only come under the RTI Act in the year 2020. The NSG Bill, however, automatically deems the BCCI an NSF, meaning it will come under the purview of the Sports Ministry's rules and guidelines. The BCCI, which is registered under the Tamil Nadu Societies Registration Act, 1975 and is in charge of running the sport in India, both at a domestic as well as international level, will thus have to comply with the 'law of the land' even if they don't take a cent from the government in terms of funding. BCCI secretary Devajit Saikia and vice-president Rajeev Shukla, meanwhile, have stated that the board will be studying the Bill in detail after it's tabled in the Parliament for more clarity. Their inclusion in the list of NSFs comes at a time when cricket returns to the Olympic programme after more than a century at the 2028 Los Angeles Games, as well as at a time when the Government is eyeing hosting the 2036 Olympics in Ahmedabad.

TG committed to mobilise MPs' support for enhanced quota to BCs: CM
Taking strong objections to inordinate delays by the Central government to clear the bills providing 42 per cent reservation to backward class communities in education, employment and politics, Chief Minister A. Revanth Reddy said the Telangana government is committed to mobilise the support from MPs of like-minded parties to mount pressure on the Centre to concede the State's request. The Chief Minister left for New Delhi on Wednesday to meet the heads of Congress and leaders of the INDIA block seeking their cooperation in convincing the Centre to give its approval for the two Bills passed by the Telangana Legislature enhancing reservation of BCs to 42 per cent. The delegation led by Mr. Revanth Reddy had decided to call on Opposition leader in Lok Sabha Rahul Gandhi and his counterpart in Rajya Sabha Mallikarjun Kharge to urge them to raise the issue during the ongoing Monsoon session of the Parliament. 'We will explain the details of the social, economic, education, employment, political and caste survey conducted meticulously by the government in a scientific manner and seek their support,' he said. Mr. Revanth Reddy categorically said that the proposed reservation to Muslims was based on their backwardness and not on religious basis. 'This is not a religious reservation as is being viewed by the BJP leaders of Telangana. Reservation has been finalised based on the backwardness of these communities,' he averred. He dismissed the claims of State BJP leaders including two Union Ministers Bandi Sanjay and G. Kishan Reddy that they would convince the Centre if Muslim were excluded from the Bill. 'The same reservation is implemented in Gujarat, the native State of Prime Minister Narendra Modi, and in Uttar Pradesh from where he represents as MP and Maharashtra where the RSS headquarters is located. Let them scrap the reservations in these three States as also in States like Bihar first before asking the Telangana government to exclude Muslims,' he said. He cited Union Home Minister Amit Shah as saying in an interview that Muslim quota was being implemented in Gujarat. 'Will they remove Mr. Amit Shah from the post for his comments?' he asked, adding the BJP leaders were coming up with lame excuses and pretexts to see that a community was excluded altogether from the list. The Chief Minister recalled that Muslim quota was being implemented in different parts of the country since 1979 and this was based on their backwardness, not religion. He asserted that Telangana had become role model for the country after the methodology it had adopted for SEEEPC survey and Prime Minister Narendra Modi, who was reluctant to include caste enumeration initially, had decided to include the same in the upcoming Census enumeration. 'The 2029 elections will be a litmus test for all the parties in terms of BC reservation,' he said. He accused the BJP leaders of indulging in baseless argument against Muslim community despite knowing that reservation is being provided to certain communities due to their backwardness. The BJP would face a rout in Telangana if they continued to harp on their stand. Replying to queries, he said the expert group had submitted its report after thoroughly examining the modus operandi of the SEEEPC survey recently. The report would be discussed in the State Cabinet and the Assembly before it was made public. He exhorted the BJP and BRS leaders to raise relevant issues in the forthcoming session of the Legislature and said the government was prepared to clarify all their doubts. 'We are ready to share the entire data pertaining to the caste survey. We will give them access to the data, but for some information in view of the individual privacy regulations in place,' he said. To another query, he said the government wanted the Centre to clear the pending Bills as the High Court had set September 30 deadline for holding elections to the local bodies after completion of reservation for them. Replying to another query, he said the government had promulgated an ordinance striking down the amendment made to Panchayat Raj Act by the BRS government in 2018 limiting reservations to 50 per cent. The 50 per cent cap on reservation ceased to exist after introduction of quota for Economically Weaker Sections, he said.

Senior advocate MR Shamshad, who appeared for Sharfuddin, said the Rajasthan high court in April took suo motu cognisance of heatwave deaths. He added the high court urged the Union government to declare a national emergency when cities in north India were reeling under temperatures above 45°C. Shamshad said the high court proceedings have closed and there is no way to get a response from the Union government on whether it intends to come out with heat protection regulations with enforceable obligations on employers and state authorities to provide for flexible work hours, sufficient hydration, etc. He sought an action plan to mitigate the impact of heatwave conditions. The petition, filed through advocate Shashank Singh, cited data on heatwave deaths from the National Crime Records Bureau (NCRB), National Centre for Disease Control, and National Disaster Management Authority (NDMA). In 2022, the NCRB recorded 730 such deaths. The plea said outdoor workers are the worst-affected due to these heat events as they have to work in scorching heat with little to no respite. It listed manual labourers, hawkers, garbage collectors, mine workers, brick kiln workers, and gig workers at high risk. 'As these jobs fall under the unorganised sector, with no social security and health care workers expose themselves to serious risk by carrying out their work even during the extreme heat days.' Heatwaves fall within the definition of 'disaster' as per the Disaster Management Act. The petition said that the NDMA is mandated to lay down policies, guidelines, and plans for reducing risk of heatwave NDMA issued non-binding guidelines in 2016 and 2019 on heatwave management. The petition sought mandatory regulations for uniform compliance across all states.
