EWS quota bloc trails OBCs in UPSC mains, but turns tables in interviews
NEW DELHI: The upper castes availing the economic backwardness quota have trailed the backward classes in the Mains examinations of the Civil Services competition for the last two years.
But the dynamic of competitiveness between the two reserved categories is complex, as the forwards have prevailed in the ultimate test by virtue of greater score in the 'interview' part of the competition.
In the recent results for CS-2024, the cut-off for the Economically Weaker Sections category in the Civil Services (Main) exams was 696 marks as compared to 702 for the OBCs. But in the Final results after the interview, the EWS had a cut-off merit of 917 marks as against 910 for the OBCs.
Under the EWS category, the non-SC/ST/OBC get 10% reservation on the basis of the poverty criteria.
The cut-off marks are the minimum qualifying score for a social bloc availing the reservations, and they vary across the categories of SC, ST, OBC, and EWS. In the Mains part of the CS-2023, the OBCs scored a cut-off of 712 as compared to 706 for the EWS. But in the Final, the OBCs trailed with a cut-off of 919 to the EWS which had 923 as the minimum marks.

The Mains-Interview contrast is seen as surprising. Shashank Ratnoo, a lawyer who specialises in reservation laws and issues, said, "There is no starkly noticeable reason for OBCs to have more marks in the Mains than EWS, yet lose out in the final cut off on account of EWS scoring better interview marks. It possibly shows that the EWS group has no or lesser social disadvantages that hurt competitiveness."
Interestingly, the contrast in the merit for OBCs and EWS in the Civil Services Examinations has been a see-saw.
In the wake of the fresh EWS quotas introduced in 2019, the OBCs dominated the Mains and the Final both in 2019 and 2020. While it was surprising that EWS, which has groups with lower social handicaps, trailed behind the OBCs, it was viewed as result of the fact that a new quota regime had just come into effect and the facts about its procedures and criteria had not percolated down to the wider eligible umbrella.
Later, the EWS overhauled the gap with OBCs and came to score higher in the examinations.
According to Ratnoo, what is surprising is that EWS has notched a quicker rise in merit than possibly any social sub-group has done after coming under the reservation system. "It is interesting that the Centre (DoPT) recently ordered an inquiry into the income certificates of some EWS candidates who were selected in the civil services after the Final exams. Such closer scrutiny may help understand the issue better.

UP Assembly to hold monsoon session from Aug 11
1 2 3 Lucknow: The state cabinet on Tuesday gave its nod to the convening of the monsoon session of UP assembly and legislative council from Aug 11. This will be the second session of 2025, after the one which was called on Feb 18 and lasted till Mar 5. The prorogation of the Legislative Assembly/Legislative Council was formally done on March 12. Rule 14 of the Uttar Pradesh Legislative Assembly Procedure and Conduct of Business Rules, 2023 provides that there shall be at least three sessions of the Legislative Assembly every year. In addition to the above, Article 174(1) of the Constitution of India also provides that the gap between the last meeting of a session of the Legislature and the date fixed for the first meeting of the next session shall not exceed six months. The last meetings of the Legislative Assembly and Legislative Council were held on Mar 5. Therefore, in order of the said constitutional arrangement, it would be required to convene the next session of the Legislature on a suitable date before Sep 5, the cabinet noted. The monsoon session is expected to take up bills in place of the ordinance which were taken up in the last session. Apart from this, some formal and legislative work is also expected to be taken up.

Cong proposes panel with 40% OBC leaders
The Maharashtra Congress has proposed a new jumbo state executive committee with around 280 members, of which 40 per cent will be leaders from the Other Backward Classes (OBC). The move is perceived as an attempt by the party to attract OBC voters as the civic body polls in the state are expected to be held later this year. According to the sources within the state Congress, the new state executive committee under the leadership of recently appointed Maharashtra unit chief Harshvardhan Sapkal will be of almost 280 leaders. It will have around 110-115 general secretaries, 105-108 secretaries, five senior spokespersons, one media coordinator and treasurer each, around 15-20 senior vice-presidents and 35-40 vice presidents. It will have around 15 per cent women representation. The final list of the state executive has been sent to central leadership for final approval as the high command is still mulling over it. 'After the defeat in 2024 state Assembly polls, the party has decided to focus on OBCs. The Congress at national level too is working extensively to represent itself as a party which truly stands with the OBCs. In Maharashtra, it has been decided to give additional space to the OBC leadership,' said a senior state Congress leader, who is associated with the formation of the final list. During the Assembly 2024 elections, the Mahayuti had extensively worked on attracting OBC voters after its dismal performance in the Lok Sabha polls. The overwhelming support of OBCs to the BJP was cited as one of the key factors of defeat of Maha Vikas Aghadi (MVA). With almost 40 per cent OBC leaders, the executive will have 16-17 per cent leaders from Scheduled Caste and Scheduled Tribes, 18-19 per cent minorities and 25 – 28 per cent general category leaders. The party has also attempted to give highest representation to Vidarbha, a region where it hopes to bounce back politically due to its organisation and leadership. Almost 40 per cent of the executive committee will be composed of leaders from Vidarbha, which includes both Amaravati and Nagpur divisions. Marathwada and western Maharashtra will be the next focus, followed by Konkan. 'We need to give attention to north Maharashtra where the leaders of Mahayuti have tried to destroy the party organisation at the maximum level,' the leader said.
