Perak MB: New route needed as East–West Highway concession ends

IPOH: Proposals to build a new highway or an alternative route to address the increasing frequency of accidents along the East-West Highway (JRTB) will be submitted to the federal government.
Perak Menteri Besar Datuk Seri Saarani Mohamad said the highway's 40-year concession had expired, making it critical to review its alignment and overall condition.
"Earlier, I chaired the weekly exco meeting. We discussed at length the fact that this route runs partly through Kelantan and partly through Perak.
"We were informed that the highway's concession has actually expired — it was a 40-year concession that has reached its end and should be reviewed.
"We must remember that it was built during the time of the late Tun Razak (Tun Abdul Razak Hussein), and it was intended to curb the infiltration of communists from Thailand into Pahang," he said.
He told reporters this after closing Perak Export Day at Casuarina Hotel here, today.
The length of the JRTB is 123km, and it was constructed at a cost of RM205 million. It is one of the main routes connecting the western and eastern regions of Peninsular Malaysia (Perak and Kelantan states).
Its construction began in 1967 and it was opened to the public on July 1, 1982.
Saarani said that when JRTB was originally built, the circumstances were different, with no concrete and limited technology.
"It's time to review the alignment and the condition of the road itself. Some parts have already shown the foundation; the soil is exposed. You can't just patch it up — it must be looked at comprehensively," he said.
He said that during the exco meeting, state Infrastructure, Energy, Water and Public Transport Committee chairman Datuk Seri Dr Mohamad Nizar Jamaluddin and state Human Resources, Health and Indian Community Affairs Committee chairman A. Sivanesan were tasked with overseeing the matter.
"We asked Datuk Seri Nizar to prepare an exco paper and forward it to the federal government regarding the highway's infrastructure.
"Datuk Seri Nizar needs to prepare a list of what needs to be done, including the alignment, widening, construction materials, and everything related — such as street lighting," he said.
Saarani said he would also raise the matter personally with Prime Minister Datuk Seri Anwar Ibrahim during the latter's visit to Lumut on Sunday.
"Prime Minister Datuk Seri Anwar Ibrahim previously approved an allocation of RM30 million for repairs but acknowledged that the amount fell short of what was required to properly address the highway's needs.
"I believe the federal government will consider additional funding under the next Malaysia Plan," he said.
On Monday, the bus, carrying 42 UPSI students, was travelling from Jertih, Terengganu, to the university's main campus when it collided with a Perodua Alza at KM53 of the East-West Highway.
Thirteen students died at the scene while two others were pronounced dead in hospital.

'The current regulatory landscape is fragmented and overlapping and fully joined-up regulation is essential for the system to meet the demands of the future and ensure that private water companies act in the public as well as the private interest,' his review said. Among the recommendations, the review said the new regulator should set 'minimum capital' requirements for investors, and it should also be able to block changes in water ownership if they were not deemed to be in the long-term interests of the company. In order to attract investment, the report said the government should give direction to the regulator to support stability and predictability – a reference to what returns an investor could make and perhaps how fines for sewage leaks should be handled.

PUTRAJAYA: Several world leaders including those from Asia, Europe, Canada, the United States, Africa and Latin America are expected to attend the 47th Asean Summit in Kuala Lumpur this October, says Prime Minister Datuk Seri Anwar Ibrahim. Speaking at a meeting with the Prime Minister's Department staff here on Monday (July 21), Anwar, who is also Finance Minister, said that so far, among those who have expressed their commitment to attend are leaders from Italy, the European Union, Canada and the United States. "It (the Asean Summit) will be a major international conference for Malaysia," he said. On July 8, Anwar said several heads of government from outside Asean had confirmed their attendance at the 47th Asean Summit and Related Summits scheduled to be held from Oct 26 to 28. Among the leaders who have confirmed their attendance are Italian Prime Minister Giorgia Meloni, whom Anwar met in Rome on July 3, Brazilian President Luiz Inácio Lula da Silva and South African President Cyril Ramaphosa, who is also currently President of the G20 Group. Anwar said that his visits abroad were not for tourism, but rather in Malaysia's capacity as Asean Chair this year, apart from fulfilling invitations from several world leaders. "I am among the prime ministers who have travelled abroad the most. Coincidentally, Malaysia is Asean chairman this year," he said Expressing confidence in the services of civil servants including the national security forces based on the excellent performance shown during the recent Asean-Gulf Cooperation Council (GCC) and Asean-China Summits, Anwar is confident that the Asean Summit in October would be held successfully. "If you look at the performance (of the services) of civil servants, police, Immigration Department and airports at Asean-GCC and Asean-China, I am confident in our ability to provide the best for our country," he said. Anwar said the confidence was based on Malaysia's improved ranking in the World Competitiveness Report by the Institute for Management Development, from 34th in 2024 to 23rd in 2025. The Prime Minister said the improved ranking also reflected the international community's confidence in Malaysia's administrative capabilities. The 46th Asean Summit held in Kuala Lumpur in May also featured the second Asean GCC as well as the first-ever Asean-GCC-China Summit. PADANG BESAR: RM100 may seem like a small amount to some, but for Nursyafiqah Sobri, 31, it has become a 'golden capital' that is helping to transform her family's life. Each month, the housewife from Bukit Keteri carefully sets aside RM30 from the RM100 Basic Rahmah Contribution (SARA) assistance received by her husband to use as capital for making and selling traditional kuih. "Alhamdulillah, my husband get to receive the SARA assistance. Although it is only RM100 a month to buy necessities, it truly helps ease our family's financial burden. "Every month, I use RM30 of the assistance to buy flour for making the kuih, and the rest goes towards purchasing necessities like rice," she said. Nursyafiqah, who has two children aged six and 11, said she sells kuih such as cucur badak, keria and popia, which she distributes to several shops in her area. Although her home-based kuih business earns her between RM50 to RM80 a week, Nursyafiqah remains grateful as the modest income still helps ease her husband's burden in supporting the family. "Some days, the cakes sell days, they don't. But I keep making them because at least there's still some income," she said. Nursyafiqah shared that her husband, who works as a security guard earning RM1,700 a month, is the pillar of the family. In addition to raising their two children, the couple also care for their elderly parents who live with them. She believes the SARA assistance is a timely and much-needed initiative by the government, providing meaningful relief to families like hers. The monthly aid, she said, is something they look forward to. "I just hope the government will consider increasing the monthly SARA assistance from time to time as the prices of essential goods continue to rise," she said. Under Budget 2025, the annual SARA assistance has been increased to RM2,100, compared to RM1,200 in the previous year. This initiative aligns with the Madani Economic Framework, which prioritises empowering the lives of low-income individuals through equitable opportunities, improved living standards, and comprehensive social protection. To further enhance public convenience, the government has expanded the range of goods eligible for purchase under the SARA programme to 14 categories. Additionally, the number of registered participating retail outlets and supermarkets has grown significantly, rising from 700 last year to over 4,100 premises nationwide as of July 2025.
