Karnataka to establish ‘regulatory authority' for online gaming and betting

BENGALURU: In a major move aimed at curbing the growing menace of unregulated online betting and gambling, the Karnataka govt has proposed to establish a dedicated 'Karnataka Online Gaming and Betting Regulatory Authority' through a new legislation titled 'The Karnataka Police (Amendment) Bill - 2025'. The Bill, to be tabled in the coming legislature session, seeks to overhaul the regulatory framework governing online gaming and introduces stringent penalties for operators of illegal online betting platforms. The draft bill proposes outright ban all forms of online betting, wagering, or gambling involving ''Games of Chance' including those using money, tokens, virtual currency, or electronic funds. However, 'Games of Skill' will be exempted, but regulated and licensed. 'Game of Chance' refers to any game, contest, or online gambling where the outcome is predominantly determined by luck, randomness or uncertainty. 'Game of Skill' means any game, contest, or activity where the outcome is determined by the skill, knowledge, training, or expertise of the participant. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Providers are furious: Internet access without a subscription! Licenses will be issued for three years and will be renewed based on compliance levels, the bill stated. Operators of illegal platforms will face imprisonment up to three years and penalties up to Rs one lakh. Promoters or advertisers aiding such platforms can face up to six months in jail and fines up to Rs 10,000. The regulatory mechanism has been mooted at a time when Karnataka has emerged as one of the major gaming hubs in the country. According to latest gaming reports, India's skill-based online gaming sector is valued at around $4 billion, contributing approximately $1.44 billion (Rs 12,000 crore) in taxes annually. Karnataka accounts for about 25 percent of the Indian online gaming market, generating around Rs 1,350 crore in annual taxes, and its gaming market poised for rapid growth in the next five years. The regulatory authority will be headed by a chairperson appointed by the state govt with experience in law, public administration or technology and will have three other experts drawn from fields of information technology, finance and social welfare. The bill empowers the authority to issue cease-and-desist orders to unregistered platforms and individuals involved in illegal betting, to impose civil penalties (in addition to criminal penalties) up to Rs 5 lakh five lakh for repeated violations and to conduct searches, seizures, and audits of premises, servers, and records of suspected illegal operators, subject to a warrant from a competent court. The authority will establish a helpline and support mechanisms for individuals affected by betting-related addiction or financial distress. The licensed operators are mandated to maintain five-year records of all transactions and report all suspicious transactions within 48 hours to authorities. The bill has also proposed insertion of a new Chapter VIIA into the Karnataka Police Act -1963, devoted entirely to the regulation of online betting and gaming.

Pakistan protests: Baloch activist Gulzar Dost arrested; outrage over enforced disappearances

Picture source: X Gulzar Dost, a well-known social activist and convener of Kech Civil Society, was arrested on Monday in a wider effort by the Pakistani state to silence dissent in Balochistan. According to The Balochistan Post, Dost was taken from his home in Turbat during a late-night raid by the Counter-Terrorism Department (CTD) and later charged with what The Baloch Yakjehti Committee (BYC) says were 'false and politically motivated' allegations. It has demanded his immediate release. Dost was arrested early Monday morning during a CTD raid at his residence in Turbat. He was then brought before a court and charged, though the exact nature of the charges has not been publicly detailed. The Baloch Yakjehti Committee, which advocates for human rights in Balochistan, has said the charges are baseless. In a post on X, BYC described Dost as a peaceful citizen who has always spoken up for families of forcibly disappeared persons and victims of extrajudicial killings. 'His only 'crime' is standing with the oppressed,' BYC said. 'The state cannot tolerate that.' The committee also criticised the CTD, calling it a tool of state repression used to target grassroots activists. It accused authorities of carrying out unlawful raids, filing fake cases, and using forced disappearances to suppress political voices. BYC has demanded Dost's unconditional release and warned that the continued targeting of activists will only increase resistance in the region. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Dukung Orang Terkasih Menghadapi Limfoma: Mulai Di Sini Limfoma Klik Di Sini Undo 'If the state thinks it can create silence in Balochistan by targeting political activists, it is gravely mistaken,' the group said. The arrest is part of what rights groups say is an increasing pattern of intimidation against Baloch activists. Just two days ago, at least five men were reportedly forcibly disappeared by Pakistani security forces during a series of raids in the Kech and Gwadar districts of Balochistan. A wave of anger has swept across Pakistan's troubled Balochistan province after the reported abduction and killing of young Baloch activist Zeeshan Ahmed by military personnel. Zeeshan had been actively campaigning for the safe return of his father, Zaheer Ahmed, who was forcibly disappeared by the Frontier Corps back in 2015.

Will ensure 60 tickets to women in next Assembly polls: CM Revanth Reddy

HYDERABAD: Reiterating that his government remains committed to empowering women, Chief Minister A Revanth Reddy on Monday said that he would take the responsibility, on behalf of the Congress, of giving 60 tickets to women in the next Assembly elections by which time the Women's Reservation Act will come into force. Following delimitation, likely in 2026, the Assembly strength will increase to at least 153 seats. The chief minister said, 'Soon, women's reservations will come into force in the Assembly. Seats in the Telangana Assembly will increase to 153 after delimitation. Of them, as per 33 per cent reservations, 51 seats will be reserved for women. I will take responsibility to allocate a total of 60 seats to women.' At present, there are nine women MLAs in the Telangana Assembly — six from Congress and three from BRS. AIMIM, BJP and CPI have no women members. There are two women members of the Cabinet — Konda Surekha and Danasari Anasuya. The chief minister was speaking at the launch of Vana Mahotsavam-2025, a mass tree plantation drive at Prof. Jayashankar Telangana Agriculture University in Hyderabad. The government has set a target of planting 18 crore saplings under the programme. Referring to Prime Minister Narendra Modi's appeal to plant a sapling in the name of one's mother, Revanth urged mothers to plant saplings in the name of their children. 'Nature will protect us if we take care of nature,' he said. The chief minister also appealed to people to plant at least two saplings per household, stating that Telangana would become a green zone if trees were nurtured like children. Listing government initiatives for women, Revanth said the state provided Rs 21,000 crore in loans to self-help groups this year. He noted that women are being encouraged to set up solar plants and run government schools. The government is providing free RTC bus travel for women and has supported them in leasing 1,000 buses to RTC, making them bus owners. Space has also been provided for women's groups to market their products at Hitec City, the chief minister said. Revanth reiterated his government's target of making one crore women millionaires and said self-help groups would also be formed in urban areas. He said efforts were being made to empower women in all fields and ensure they lead a life of self-respect in 'Indiramma rule'. Forest and Environment Minister Konda Surekha and PCCF Suvarna were among those present.
