IST to be mandatory time reference, govt asks banks, Sebi to discontinue using other systems
NEW DELHI: Ahead of making the use of Indian Standard Time (IST) as the mandatory time reference for all legal, commercial, digital and administrative activities, the govt on Wednesday asked industry, stock exchanges, Sebi, banks and those dealing with critical infrastructure to discontinue use of alternative systems such as GPS.
Consumer affairs ministry Pralhad Joshi told reporters that his ministry will soon come out with rules making IST mandatory, which is the 'official and legal time of India'. This will secure India against cybersecurity vulnerabilities such as spoofing and jamming.
The armed forces have been largely using IST with the time reference also used in Operation Sindoor, an official said. He added that GPS signals were denied to India during the Kargil War and also during the Mumbai terror attacks, in which terrorists were using satellite phones and the Intelligence Bureau had no information on how they were connected to foreign locations.
'Time keeping in the country is still dependent on a foreign satellite like GPS and we want to move away from GPS. Timekeeper National Physical Laboratory (NPL) has an accurate time scale, which is of the order of a few nanoseconds with respect to the world time,' said senior NPL official Ashish Agrawal.
The consumer affairs department, Isro and NPL have developed an indigenous timekeeping system, which includes five atomic clocks at different locations.

The initiative aims at delivering IST with millisecond to microsecond accuracy through five Regional Reference Standard Laboratories (RRSLs) equipped with the atomic clocks.
Consumer affairs secretary Nidhi Khare said, 'So far, we were dependent on external sources for time dissemination. We have Indianised the entire ecosystem of time and the department is now ready with the dissemination process.'
This initiative will translate into more secure digital transactions, accurate billing in utilities, reduced cybercrime risks and synchronised timekeeping in transportation and communication. At present, several systems rely on foreign sources of time.

LS adjourned for second day amid continued ruckus by Opposition
New Delhi, July 22 (UNI) The Lok Sabha was adjourned for the second consecutive day today without any proceedings, following persistent disruptions by Opposition parties. As soon as the House re-assembled at 2 pm, Opposition members trooped into the well of the House, holding placards and shouting slogans. Presiding officer Dilip Saikia urged the agitating members to go back to their seats and let the House function. But the sloganeering by the protesting members continued. After the papers were laid on the table, presiding officer Jagdambika called for the zero hour. Opposition members raised slogan, demanding discussion on SIR (Special Intensive Review) and other issues and trooped into the well of the House. Pal informed the members that, based on their demand, the Business Advisory Committee has agreed to discuss Operation Sindoor for 16 hours. Therefore, members of all parties should remain seated and participate in the House proceedings. He said that the government is willing to discuss any issue raised by the Opposition, but they did not listen to him and continued to create ruckus. Meanwhile, Union Minister Arjun Ram Meghwal assured the members that the government is ready to hold discussions on all issues. Teen gang-raped by 2 while returning home from b'day party; both held
Kendrapada: An 18-year-old dalit girl was gang-raped by two men in Jagatsinghpur district while she was returning home after attending a birthday party at her cousin's place on Monday evening. Jagatsinghpur superintendent of police Bhawani Sankar Udgata said one of the accused was arrested from Cuttack on Tuesday morning, while the other, who was on the run, was arrested at night from a hideout in the district. Both are from the same village. While the one arrested from Cuttack is 23 years old, the other is 22. Police said the girl was reportedly waylaid by the duo, who dragged her to a secluded field and allegedly raped her multiple times. They also threatened to kill her if she disclosed the assault. "Primary medical reports have confirmed rape and serious injuries to her private parts," Udgata said. The girl is undergoing treatment at the district headquarters hospital and her condition is said to be serious. "She passed her HSC exam two years back but couldn't go to college due to financial issues. Bhubaneswar: A day after National Students' Union of India's state president Udit Narayan Pradhan was arrested on charges of raping a 19-year-old student in the city, posters have surfaced throughout Bhubaneswar displaying images of the suspended Congress member alongside Lok Sabha MP Rahul Gandhi.
