BBMP to launch daily feeding programme for stray dogs in Bengaluru

Bengaluru (Karnataka) [India], July 11 (ANI): The Bruhat Bengaluru Mahanagara Palike (BBMP) is set to roll out a daily feeding programme for stray dogs, under which around 5,000 dogs will receive chicken rice and non-vegetarian meals each day. A tender worth around Rs 2.8 crore has been issued to implement the programme across BBMP's eight zones. Each zone is expected to cover between 400 and 500 street dogs. Special Commissioner Suralkar Vikas Kishore confirmed that an action plan has been submitted to the BBMP Commissioner and is awaiting approval. Once approved, the tendering process will begin. The quantity of food will be based on veterinary recommendations, with each dog receiving a meal containing 700 to 750 calories. 'We have already submitted the action plan to the commissioner. After approval, the tender process will begin. After that, the amount of food prescribed by our veterinarian will be given to the dogs,' said Suralkar Vikas Kishore. The BBMP stated that the move follows a recent rise in dog bite incidents. 'Stray dogs cannot attack people because they are full,' said Suralkar, linking the feeding initiative to efforts aimed at reducing aggression in stray animals. Pilot trials have already been conducted in some wards. As per the plan, each stray dog will be fed once a day at a cost of Rs 22.42 per dog, he added. The move suggests that the bidders must operate a kitchen within BBMP limits and are responsible for preparing and distributing food, cleaning the feeding areas, and submitting reports. Bengaluru is estimated to have around 2.8 lakh stray dogs. The current initiative will cover only about 2 per cent of this population. BBMP officials said further decisions on expanding the programme will be taken based on the outcomes of the initial rollout. The protest began this morning at the Freedom Park in Bengaluru. Employees of the BBMP (Bruhat Bengaluru Mahanagara Palike), along with staff from various municipal corporations across the state, took leave from work to participate in the protest at Freedom Park here. Ten municipal corporations in the State were shut down today. Additionally, employees took mass leave to participate in the protest. Among the list of demands of the employees include the withdrawal of the Logsafe attendance system, filling up of 6,000 vacant posts and an end to the 'suspension of employees for silly reasons.' They are also demanding a reduction in the number of marshals on duty, and promotions for engineers based on seniority, among others. 'Our corporation provides all services from birth to death, so we are demanding facilities from the state government, including KGID, General Provident Fund and Jyothi Sanjeevini Scheme. We also demand C&R in promotions. We have consulted ministers in the government,' a participant at the protest said. Another participant, named Rajiv said that the corporation employees don't feel a part of the government of Karnataka. 'They are treating us as a semi-government. When we came here with the completion of the KVC (Kendriya Vidyalaya Sangathan), why are we not considered a part of it?' He further said, 'Once Grampanchayat is upgraded into Pattan Panchayat, it becomes semi-governmental. However, if one remains a part of Grampanchayat, then they remain to be a part of the government. How is that fair?.' 'Our main demand is that we all should be considered as government employees. We should also get all the benefits,' he said. (ANI)

The BJP MP stressed that Bruhat Bengaluru Mahanagara Palike (BBMP) is in its 'worst' state, and no contractor is willing to execute work with the body. 'The condition of contractors working on State Government projects in Karnataka is deplorable. Contractors are not only harassed for cut money, but are delayed payments by years, making their projects financially unviable. BBMP is worst. No contractor is ready to work and execute any work. Officers and employees of the Bruhat Bengaluru Mahanagara Palike (BBMP) proceeded on mass leave Tuesday as part of a one-day protest organised by the BBMP New Officers and Employees Welfare Association demanding the resolution of long-pending grievances. The protest comes amid a larger stir by civic body employees across Karnataka over various demands. The protesting BBMP employees have gathered at Freedom Park near the BBMP head office raising serious concerns over the worsening staff crisis within the BBMP, and pointing out that more than 6,000 posts remain vacant across departments. With civic services under strain, the association has accused the administration of forcing the existing workforce to endure excessive pressure. It has also alleged that several employees have been suspended without prior notice, despite repeated appeals for intervention and relief. At the heart of the protest is the demand for immediate withdrawal of the Logsafe attendance system, which the association claims is unfeasible for non-executive staff, including clerical employees. The employees are also demanding urgent recruitment to fill vacant positions, an end to what they describe as unjust disciplinary proceedings against school principals and headmasters within the BBMP Education Department, and stricter adherence to administrative roles for senior officials without additional sectoral responsibilities. In addition, the association is seeking immediate promotions for architects across various ranks, continuation of e-property services for property-related transactions in the Revenue Department, repatriation of officers and employees serving on what they term as 'illegal deputation' back to their parent departments, and time-bound promotions for eligible staff across all categories. They are also pressing for the extension of government health insurance schemes such as Jyoti Sanjeevini to BBMP employees, the finalisation of long-pending seniority lists, issuance of user IDs and passwords to 'B' grade health supervisors for business license operations, and abolition of marshal posts, which they claim are functioning without legal sanction. Municipal employees across Karnataka have gone on mass leave for the second consecutive day and gathered at Freedom Park under the banner of the Karnataka State Municipal Corporation Employees' Union Council over longstanding demands. The strike has disrupted civic services across major cities including Mysuru, Mangaluru, Hubballi-Dharwad, Tumkur, Shivamogga, Belagavi and Davanagere. The striking municipal employees have demanded immediate release of allowances under the 7th Pay Commission, similar to the benefits extended to state government employees. They are also seeking amendments to recruitment rules, inclusion in government health insurance schemes, permission to participate in annual sports meets held for state employees, and long-overdue promotions in various cadres.

Bengaluru: Employees of the Bruhat Bengaluru Mahanagara Palike (BBMP) along with staff from nine other municipal corporations across Karnataka have announced that they will go on mass leave on Tuesday, July 8, to press for the fulfilment of various long-pending demands. The employees have decided to gather at Freedom Park in Bengaluru to stage a massive protest. The protesting staff allege that more than 6,000 posts of officers and other employees across various departments in BBMP alone are lying vacant. Due to this, the existing staff are forced to work under tremendous pressure, often managing additional workloads without adequate manpower. In addition, employees have complained that many staff members have been suspended without any prior notice. Several appeals to withdraw such suspensions have gone unanswered, pushing the staff unions to resort to collective action. The protestors have put forth a charter of demands, including the immediate withdrawal of the Logsafe attendance system, which they claim is impractical for non-executive staff like officers, clerks, gardeners, and gangmen. They want BBMP to scrap this system and revert to a simpler attendance process. One of the main demands is the immediate filling up of more than 6,000 vacant posts across BBMP's 225 wards to ease the workload on current have also asked the civic body to stop what they allege are illegal departmental inquiries against BBMP's school principals and headmasters for minor issues under the guise of dereliction of duty. Another demand is that the post of Special Commissioner (Administration) should remain independent and not be attached to any other zone. They want the Special Commissioner (Administration) and Deputy Commissioners (Administration) to strictly follow the powers delegated to them and not dilute the responsibilities of the Chief Commissioner. The employees are also demanding immediate promotions for Assistant Executive Engineers to the post of Executive Engineers and for Executive Engineers to be promoted to Superintending Engineers without delay. Further, they have urged the BBMP to continue its revenue services—such as khata transfers, registrations, bifurcations, and amalgamations—under the e-Aasthi system according to existing norms, without unnecessary changes. The unions want all officers and staff deputed illegally on loan service to be sent back to their parent departments immediately. They have demanded timely promotions for all eligible staff across cadres and extension of state government health schemes and medical benefits to BBMP employees as well. Additionally, the service seniority list of all officers and employees must be finalized and published without delay. The protestors have also raised the issue of health supervisors in BBMP's health department. These 'B' group officers should be given necessary user ID and password access for licensing duties, they say. They have also demanded the immediate scrapping of the posts of marshals appointed illegally within BBMP limits. Apart from BBMP staff in Bengaluru, employees of Hubballi-Dharwad, Tumakuru, Mangaluru, Shivamogga, Davanagere, Mysuru and Belagavi municipal corporations have also extended their support and will join the mass leave and protest. Employee unions have warned that if their demands are not met, they will intensify the agitation in the coming days, potentially affecting civic administration in multiple cities across the state.
