RTI: Eway e-challan recovery just 9 per cent of 269cr
The Intelligent Traffic Management System (ITMS) on
Mumbai-Pune expressway
has generated 17 lakh e-challans worth nearly ₹ 269.5 crore for
traffic violations
since it was implemented on July 19 last year, but recovery from offenders stands at a measly 9per cent till March 2025, officials said on Sunday.
The 1.5 lakh cleared e-challans, or 9per cent of the total generated, amount to ₹25.2 crore, which is 9.3 per cent of the total sum to be paid by offenders, as per official documents.
As per an RTI reply, Maharashtra government has paid the ITMS operator ₹57.9 crore for the 8.8 lakh e-challans issued between July 19 and Dec 31 last year.
The project is being executed by the
Maharashtra State Road Development Corporation
(MSRDC), which built the Mumbai-Pune expressway, in collaboration with the RTO and highway police under a Public-Private Partnership (
PPP
) model.
The state transport department has given ₹45 crore viability gap funding from Road Safety Fund for the project that costs more than ₹100 crore.
The MSRTC has installed 40 gantries and hundreds of CCTV cameras as part of ITMS, which also includes
speed detection cameras
, ANPR, weigh-in-motion sensors, AVCC, weather sensors, and a dynamic messaging system.

Haryana: RTI activist, YouTuber held for extortion in Gurugram
An RTI activist and a YouTuber were arrested on Friday for allegedly blackmailing and extorting money from the chairman of a private school by misusing the Right to Information (RTI) Act, police said on Saturday. An FIR has been registered against the accused at Sector 37 police station based on a complaint filed by Pradeep Kaushik, chairman of GAV International School. (HT File) The accused have been identified as Sukhbir Tanwar, a self-proclaimed RTI activist, and MK Maurya, a YouTuber. Both were produced before a city court and have been sent to judicial custody. An FIR has been registered against them at Sector 37 police station based on a complaint filed by Pradeep Kaushik, chairman of GAV International School. According to Kaushik's complaint, Tanwar filed an RTI against his school in the education department in October 2022 and allegedly began using the information to blackmail him. Kaushik claimed that Tanwar filed a court case to pressure him and later demanded ₹ 10 lakh for withdrawing it. Kaushik stated that he paid ₹ 2.5 lakh to Tanwar at the court premises on December 5, 2024, to safeguard the school's reputation. Although Tanwar withdrew the case on April 8, the alleged blackmailing continued. Kaushik said new RTIs were filed in other departments, including the income tax department, on April 15. In his complaint, Kaushik said Tanwar demanded ₹ 5 lakh more, this time contacting him through YouTuber Maurya. On May 8, Kaushik met the duo at his school in Sector 37 and handed over ₹ 25,000 as part of the demanded sum. The meeting was captured on CCTV, which was later submitted to the police as evidence. Following the complaint, police arrested both accused and confirmed that a detailed investigation is underway. 'The accused were sent to jail after being produced in court. Further probe is ongoing,' said a senior police officer.

Agencies plan facial recognition feature in CCTVs for airport staff
New Delhi Senior officials from all agencies involved in aviation sector held a meeting on Saturday to discuss ways to enhance security at the airports, protection of VIPs, holding unified training of personnel at the airport while making air travel seamless and also passenger friendly, CISF said in a statement. Agencies plan facial recognition feature in CCTVs for airport staff The agencies deliberated upon having facial recognition features for passengers for quicker check in and a similar entry for vehicles with their fast tags and automatic number plate recognition facilities at airports. 'This workshop focused on making airport security not just stronger, but also more efficient and passenger-friendly,' DIG (Int) of the CISF, Ajay Dahiya said. Detailing some of the key takeaways, Dahiya said,'The discussions revolved around integrating facial recognition with airport entry passes (Biometric AEP) and CCTVs, along with ANPR (Automatic Number Plate Recognition) and Fast Tag integration for vehicles. This means potentially faster entry into the airport and quicker processing at security checkpoints, reducing queues and wait time. Digitised standard operating procedures (SOPs) will also lead to smarter and quicker responses to any security concerns.' The workshop was attended by senior officials of the CISF, airport security chiefs from across 69 airports and representatives from key organisations like the Ministry of Civil Aviation (MoCA), Directorate General of Civil Aviation (DGCA), Bureau of Civil Aviation Security (BCAS), Airport Authority of India (AAI), Delhi Police, Bureau of Immigration (BOI), Special Protection Group (SPG), National Security Guard (NSG), Delhi International Airport Limited (DIAL) and airline representatives. The CISF said that another issue discussed in the meeting was security of VIPs and other special guests at the airport. 'Enhanced VIP security protocols were a major point of discussion, including advanced anti-drone strategies and robust insider threat checks. The concept of layered protection will ensure that high-profile individuals can travel with the utmost safety, while striving to minimise any impact on general airport operations. These specialised protocols ensure the highest level of safety for VIPs,' Dahiya said. The officer also said that the agencies have not only resolved to hold unified training for all personnel, including aircraft crew but also open more Aviation Security Training Institutes (ASTIs) in smaller cities to prepare for the growing demand in air travel. CISF in a statement said that in the workshop, the deliberations focused on refining the understanding of threat and using technology. 'This includes integration of artificial intelligence in data analysis for gaining insights and anticipating security risks before they actually occur. The emphasis was on the mindful utilisation of technology to ensure optimal results, meaning faster and smarter checks without compromising safety. This could translate into reduced waiting times and a quicker passage through security checkpoints,' CISF statement said.

RTI activist & YouTuber held for extortion in Gurgaon
Gurgaon: An RTI activist and a YouTuber were arrested for allegedly attempting to extort Rs 5 lakh from GAV International School's chairman, Pradeep Kaushik. In his complaint, Kaushik said that after RTI activist Sukhbir Tanwar filed multiple applications and a court case against his 10 school branches, he paid Rs 2.5 lakh to protect the school's reputation in Dec last year. Though Tanwar withdrew the court case on April 8, he allegedly filed fresh RTI applications a week later and lodged complaints with various departments, including the income tax, and this time he demanded Rs 5 lakh, involving Maurya. "After he filed an RTI with the education department against my schools, he tried to blackmail me. On Aug 1, 2023, he approached court against my schools and pressured me to give him money. After that, we both met in a park opposite my Sector 10 school, where he sought Rs 10 lakh from me to withdraw the petition. After he forced me for money, I paid him Rs 2.5 lakh advance in the Gurgaon court complex on Dec 5 last year, following which Tanwar withdrew the court case on April 8," Kaushik said. Following the alleged blackmail and monetary demands, Kaushik paid Rs 25,000 to them at his Sector 37 school. Tanwar, however, was captured on CCTV within the school premises accepting the money. Kaushik provided the footage to the Gurgaon police and filed a complaint with the police commissioner, who ordered an immediate investigation. After a probe, Sector 10 police registered a case against Tanwar on June 25 under section 308(2) (extortion) of BNS. Police later arrested both accused in relation to the case. Inspector Sandeep, Station House Officer of Sector 10 police station, confirmed that both individuals were arrested on Friday and that the investigation is ongoing. Meanwhile, both the accused were brought before a local court, following which Tanwar was released on bail. Maurya, however, failed to furnish the bail bond.
