The commission's paper noted that at the time, the minister wanted advice on removing diversity and inclusion requirements in those instances.
The Public Service Commission told the minister that diversity policies are most suited to large groups of people, 'like the public service', where it said many societal groups can be reflected.
Collins was then told that some departments were known as 'population agencies', where they relate directly to one or more groups in society.
'In these cases, knowledge of that community, relationships within that community and respect and trust of that community may be critical to the successful performance of the role. These attributes would be included in the position description for the role and therefore assessed as part of 'merit' or being most suited to the role,' the briefing read.
The commission's paper went on to state that it would be possible to remove diversity requirements for public sector bosses while still considering relationships with specified communities when looking at population agencies.
Collins earlier this year confirmed she was actively looking at cutting diversity requirements from legislation that guides government agencies and their workers.
Her plans included proposing to remove requirements for public sector bosses to 'promote' diversity and inclusion .
Such requirements have also faced scrutiny from New Zealand First leader Winston Peters, who labelled them 'woke' .
When asked for a statement on the matter, the Ministry for the Environment pointed to an email sent from Environment Secretary James Palmer to Public Service Commissioner Sir Brian Roche in March.
Palmer wrote that removing diversity and equity matters would not reduce much effort in terms of chief executive responsibilities.
He noted such matters could be picked up in a workforce policy statement, but highlighted risks with the proposal.
'I think their removal from the Public Service Act risks sending a signal that we don't value diversity and pay equity, and the need for the public service to reflect the populations it serves. In other words, the downside of these proposals risk[s] outweighing the benefits in practical terms.'
Te Puni Kokiri, which recommended diversity and inclusion remain an expectation for chief executives, said the paper's summary was an accurate representation of its feedback.
The Ministry for Pacific Peoples said that as decisions on the amendments were under active consideration, it was unable to comment further.

It was difficult not to stifle a snort of derision when the government announced last week that New Zealand was about to set up a dedicated "space unit". The kiwi is, famously, a ground-dwelling bird, so the notion that the nation's military was about to be tasked with responsibility for preserving our place in the stratosphere — at first glance — seemed worthy of high comedy. And yet, for all the comedic potential that Defence Minister Judith Collins' announcement offered, on closer consideration it may well not be such an out-of-this-world idea after all. New Zealand's stake in outer space is one well worth protecting. A recent report estimated that — thanks to the likes of Southlander Sir Peter Beck's company Rocket Lab — that the space sector contributes about $2.5 billion annually to the New Zealand economy. There are also about 17,000 jobs connected directly or indirectly to the space sector, and they are local jobs: there are Dunedin firms, especially engineering companies, which have valuable and ongoing contracts with the space industry. Thus far New Zealand has mainly been engaged with sending technology and satellites from other countries and companies into space. Given we already have rocket launch sites and gifted innovators in the fields of high tech and manufacturing, it is not too far-fetched to think that the days of the country launching its own orbiting machines are to come. The fact that New Zealand is a small country should be a driver rather than a deterrent in this respect. As Ms Collins pointed out, the country relies on space-based infrastructure for a range of critical services, from weather observation to financial transactions. While the country can rely on satellite coverage from elsewhere to a certain degree, we are in a far distant corner of the planet and others will not prioritise what is going on in our backyard. Satellites are increasingly being used in fields like agriculture, for example, and Nasa is not as likely to be interested in tracking stock to pasture ratios on the east coast of Otago as we are. And, as Cyclone Gabrielle demonstrated, reliable satellite-derived communications will be vital during and after future natural disasters. It would be preferable to have our own resources to fall back on rather than relying on the future profitability of Elon Musk's companies. "The squadron's initial focus will be on monitoring, analysing, and understanding space activity to safeguard national and international interests," Ms Collins said. Those words are bland and unspecific, but given the international intelligence sharing agreements that New Zealand is party to, let alone the involvement of the New Zealand Defence Force, it would be safe to say that border security — both economic, in terms of things like fisheries surveillance, and military in terms of keeping an eye out for unwanted visitors —will be high on the agenda. New Zealand, through the space squadron, will be one of a dozen Pacific countries monitoring the region and sharing information. While distance has protected New Zealand thus far, even a cursory glance at how war is being conducted these days in the Ukraine, Gaza and the wider Middle East is instructive as to how being far away from a potential assailant can no longer be relied upon to keep the country safe. There is a pleasing synchronicity in No 62 Squadron being reactivated as New Zealand's "space squadron". During World War 2, 62 Squadron operated radar systems — ground-breaking surveillance science then. It will be using infinitely superior technology now, but its basic mission will remain the same: to preserve New Zealand's best interests. The space unit is not about an astronomical police force using rockets and rayguns. It is about sensible precautions fit for the modern world and the uncertain future ahead. With a dozen personnel it is not an extravagant luxury. And although a defence force endeavour it comes with the promise that it will work alongside business, industry and academics to also advance peaceful endeavours.

Youth MP Wants To See Pasifika Voices In Politics Amplified

Māngere Youth MP Marques Tominiko has returned home from Parliament feeling proud of how he represented his people, but he also thinks that South Auckland remains under the radar. "I feel like I represented my community to the best of my ability, and I just feel very proud at this moment," Tominiko said. The 16-year-old admitted that it was intimidating to be surrounded by young people from bigger electorates, places with established political histories and strong connections. But Tominiko stood firm, wearing his ie faitaga and ulafala through the halls of Parliament, making a distinct impression among the suits and Western attire. After participating in debates and questioning ministers, Tominiko said the experience was powerful and frustrating, reflecting the promise and persistent gaps for Pasifika youth in politics. "Something that I wanted to make sure of whilst I was at Parliament was that I didn't come as an individual," he says. "I came as the representative of not only my MP, the Honourable Lemauga Lydia Sosene, but also my Māngere community, the voices of Māngere youth, Pasifika as a whole, and South Auckland. "Walking around, people would ask me where I'm from, and when I said South Auckland, Māngere, they'd ask, 'Where's that?' It shows we're still unknown and underrepresented." Despite New Zealand having its most diverse Parliament to date, Tominiko said Pasifika priorities remained low on the agenda, and young people were increasingly frustrated by being excluded from decisions that directly affect them. One issue that struck a nerve was the debate over race-based scholarships. Marques said some argued these should be scrapped in the name of "equality" but that ignored the reality for many Māori and Pasifika families. "Yes, we have more Pasifika MPs, and even our Deputy Prime Minister is Pasifika, but we're still unseen and unheard. Our priorities aren't high on the list for this government. "It's not about equality. It's about equity. Look at the stats: Māori and Pasifika are at the bottom for NCEA pass rates, retention and university entry. These scholarships exist to give us opportunities we're not given otherwise." Manukau Ward Councillor Lotu Fuli agreed, supporting Tominiko's stance. "I believe in scholarships for Māori and Pasifika. The whole point of such scholarships is to address the inequities that exist to try to even up the playing field. If we get to a stage as a society where those inequities no longer exist, then the need for such scholarships will go." Tasi Poumale, McAuley High School teacher and community leader, said ethnic scholarships could help break barriers and that visible role models are equally important. Poumale suggested that councils should prioritise civic education to encourage more young Pasifika people to vote, engage, and raise their voices. "Our Pacific students need to see Pacific role models in those leadership spaces. Education is access to a lot of opportunities ... ethnic scholarships are equitable because not every family has the same resources. "Council should be going into schools, especially year 11, 12, 13, running workshops ... If they go in and educate and encourage, then our rangatahi will have more exposure and opportunity to participate." Tominiko also said that young people felt excluded because they lack genuine opportunities to challenge decision-makers. Associate Education Minister Barbara Edmonds said Youth Parliament's handling of challenging issues showed the importance of allowing young people to speak truthfully, without fear of censorship. She hoped for the growing number of Pasifika youth MPs this year, but said that the government must allow them to speak openly. "The whole point of Youth Parliament is to give young people and rangatahi a chance to be heard. The issue of censoring their speeches so they don't criticise the government goes against the spirit of this. Youth MPs should feel safe to say what they think and not let anyone force them to think any other way. "What was pleasing to see was so many young Pasifika Youth MPs come to Parliament. Their engagement and speeches were outstanding. It gives me so much hope for this next generation I think they could have done an even more important job if their speeches weren't vetted and they weren't told not to criticise." For Tominiko, the experience reinforced his belief that Pasifika youth must become comfortable with discomfort to claim their rightful place, even when politics felt unsafe. "Politics is not safe for Pasifika youth right now," he says. "But by getting into those spaces where we're not welcome, we can make them safe. Not just for ourselves, but for our people and our future."
