Arunachal: APSCPCR lauds govt for approving child support guidelines
Describing the move as a landmark initiative, the Commission in a statement here, said the guidelines will provide a robust framework to support child survivors of sexual offences throughout the legal process.
It also praised the Women and Child Development department for its commitment and proactive role in drafting and implementing the guidelines, which aim to promote a child-sensitive and justice-driven approach across the state.
APSCPCR Chairperson Ratan Anya termed the approval a 'historic and progressive step" towards creating a safer environment for children.
'These guidelines will ensure that child survivors receive the emotional, psychological, and legal support they need to navigate the justice system with dignity and confidence. We are grateful to the chief minister and the women and child development department for their unwavering commitment to safeguarding the rights and well-being of children," she said.
In a related development, an APSCPCR team led by the Chairperson and member Ngurang Achung visited Roing recently to conduct a detailed inquiry into a recent case of sexual assault of minors of a school.
The visit included interactions with the Child Welfare Committee, District Child Protection Unit, NGOs, parents, and the school's management.
A stakeholder meeting was also held under the chairmanship of Lower Dibang Valley deputy commissioner Fwwrman Brahma, the statement said.
During an inspection of the school premises, the Commission observed gross negligence on the part of the school authorities regarding the safety and security of children.
The APSCPCR Chairperson instructed the Deputy Director of School Education of the district to ensure that all students from the school are enrolled in institutions of their choice without being denied admission, so that no academic year is lost.
The Commission also urged the superintendent of police to take strict legal action against the school authorities under Section 21 of the POCSO Act, 2012, and other relevant legal provisions for failing to report the matter to the police and concealing the crime when minors had initially raised complaints.
The APSCPCR team met all five victims and their families to counsel them on filing FIRs and informed them about assistance available under the Arunachal Pradesh Victim Compensation Act, 2011.
The Act provides financial support to victims to help mitigate the emotional and financial hardships caused by such crimes.
Based on the inquiry, the Chairperson also recommended the permanent closure of the school for gross negligence in ensuring student safety and for operating without official recognition from the competent authority since 2015.
The Commission appreciated the prompt action taken by the deputy commissioner, who constituted a school safety and security audit board to review safety protocols in all schools across the district.
The audit report is expected within seven days, the Commission said.
At least eight minor girls were subjected to physical abuse in a private school at Roing, by a migrant youth from neighbouring Assam, who was later lynched by a mob on July 11.
The youth used to work at a construction site near the school, police said. PTI UPL UPL RG

Karnataka Chief Minister Siddaramaiah on Wednesday, July 23, clarified the Goods and Services Tax (GST) notices to small and micro traders, saying the state government would not pursue tax notices issued to traders for arrears on exempted goods and services over the past three years. Siddaramaiah said the old tax arrears, linked to the UPI payments, 'will not be pursued, provided all such traders register under the GST and begin paying GST moving forward,' PTI mentioned. Asserting that 'there was a confusion', Siddaramaiah said the Central government has decided to impose a one per cent tax on these individuals. Following this, traders agreed to call off their planned strike on July 25 in the city. The protest had been triggered by tax notices linked to Unified Payment Interface (UPI) transactions, with traders in parts of Bengaluru and across Karnataka 'calling for a boycott of UPI payments.' I have also instructed officials not to pursue cases related to notices for clearing arrears from the past two to three years," he said. "Traders must register. Registration is mandatory because everyone needs to be brought within the tax net," he said. The chief minister also clarified that there was no need for registration for exempted goods. "There is no need to register with the Commercial Taxes Department for exempted goods. We will not take any action regarding such notices," the chief minister reiterated.

Bihar electoral roll revision: 1 lakh electors untraceable, says EC
New Delhi, Jul 23 (PTI) The Election Commission on Wednesday said 1 lakh electors remain 'untraceable" in the ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar while enumeration forms of 7.17 crore have been received and digitised. It said 20 lakh electors have been reported 'deceased" so far and 28 lakh have been found to have permanently shifted from their present addresses. The poll authority noted that 15 lakh electors' enumeration forms have not been returned to local poll officials. On August 1, on the completion of the first phase of the SIR, the draft electoral roll will be published. If there is any error in the draft poll roll, any elector or political party can file an objection regarding the inclusion of the name of any proposed elector with the concerned electoral registration officer of that assembly constituency by September 1. Similarly, if any eligible person does not find their name in the draft roll, they can file their claims up to September 1, the EC noted. Policing is built on respect and cooperation, says Nagaland CM
Dimapur, Jul 23 (PTI) Nagaland Chief Minister Dr Neiphiu Rio on Wednesday said that policing is not merely a function of authority but a relationship built on cooperation and mutual respect. Speaking at the inauguration of the Nagaland Police NGOs Mess and the Nagaland Police Officers' Central Mess at Chumoukedima, Rio stated that law enforcement and administration form the backbone of governance. He reiterated the importance of civil-police coordination in maintaining peace and fostering development. He said that police forces should not operate through diplomacy or compromise, but rather 'serve with the highest standards of professionalism, impartiality, and integrity." He urged the personnel to let their conduct inspire public trust and confidence. Acknowledging the challenges faced by police personnel and their families, particularly regarding housing and working conditions, Rio assured them that the state government would continue to review and enhance support, sustenance, and welfare measures wherever possible and feasible. He said that the government is committed to equipping the police force with the latest technology, professional training, and modern infrastructure to make it more effective and result-oriented. Deputy Chief Minister Y Patton, in his address, said that the newly constructed officers' accommodation has been designed to meet the needs of a modern institution. The new infrastructure includes facilities to house 24 officers and their families in the Officers' Mess, and accommodation for 64 non-gazetted officers in the NGOs Mess.
