Express bus driver, three passengers issued summonses for not wearing seat belt
Terengganu RTD director Zamri Samion said a total of 85 express and tour buses were inspected during the period following the enforcement of the new directive, which makes compulsory the wearing of seat belts by drivers and passengers of express and tour buses.
"We found the level of compliance was very good, where only four summonses were issued, to a bus driver and three express bus passengers," he said during the operation in Chendering near here, last night.
To further increase awareness and compliance, Zamri said the department would hold a meeting with express bus and tour bus operators next week for more intensive advocacy purposes.
"RTD will not compromise on any safety-related issues, and strict action will be taken against those who fail to comply with regulations and laws," he said.
According to him, any complaints related to the issue of wearing seat belts can be made via the MyJPJ application or by email to aduantrafik@jpj.gov.my.

'Bus operators and drivers play a key role by ensuring all passengers wear seatbelts before the journey begins. This measure is vital in reducing serious injuries and deaths in case of accidents, as well as preventing passengers from being ejected upon impact,' he said during the Express and Tour Bus Seatbelt Operation at KK Sentral Bus Terminal today. He added that enforcement operations are actively being carried out at bus terminals, rest stops, and highways across Malaysia, including undercover checks on buses. Passengers can also lodge complaints if seatbelts are found to be faulty. Failure to comply will result in a RM300 fine for drivers, passengers and operators. Continuous public awareness campaigns will also be conducted by JPJ to educate the public on the importance of seatbelt usage. Harris emphasized that Sabah JPJ is committed to ensuring road safety and reducing accident-related fatalities. To strengthen enforcement, 286 officers have been deployed. According to Sabah's road accident statistics from 2020 to May 2025, there were 1,315 fatal accidents out of 93,189 total cases, highlighting the urgent need for stricter safety compliance. The public is encouraged to use the MyJPJ app and SISPAA for reporting violations, enabling JPJ to take swift action against offenders.

Sarawak express bus operators given grace period to retrofit seat belts, must show proof

However, Sarawak Transport Minister Dato Sri Lee Kim Shin stressed that operators must provide verifiable proof that retrofitting efforts are underway. 'We have a reasonable timeframe, but operators must show proof that orders have been placed,' Lee told a press conference after inspecting express buses at Kuching Sentral Bus Terminal here today. Also present was Sarawak JPJ Director Norizan Jili. While no specific deadline has been set, JPJ encouraged bus operators who owned buses that were manufactured before 2020 to install seat belts as soon as possible. According to official JPJ guidelines, operators who fail to provide proof of official order or booking receipt will be issued a PG1 notice, which is a directive prohibiting the use of the vehicle until the issue is rectified and inspected by JPJ. PG1 notices are typically issued for technical violations, such as unauthorised modifications or safety non-compliance. To date, only 40 express buses in Sarawak have been equipped with seat belts, as they were manufactured after January 1, 2020. The remaining 224 older buses, built before that date, have yet to be equipped with the safety feature. Lee said this step is being taken despite the regulation mandating the installation and use of seat belts on all express and tour buses having come into effect on July 1, 2025. Under this enforcement, a compound fine of RM300 will be imposed on bus drivers and passengers who fail to comply with the regulation. With the Pan Borneo Highway nearing completion, Lee said immediate action has to be taken to ensure road users cooperate and take road safety seriously. 'We have already started seeing accidents, including fatal ones, occurring along the Pan Borneo Highway,' he said. To raise awareness, Lee urged bus operators to install multilingual seat belt reminder stickers in Malay, Mandarin, and English at passenger seats. For buses equipped with TV screens, safety messages should be played before departure. Lee also encouraged tour guides and bus drivers to make in-bus announcements. When asked if stage buses are included in this road safety measure, Lee clarified that it does not apply to stage buses operating within city areas, as these typically involve slower speeds and shorter travel distances.
