PWD reviewing PCA report before carrying out East-West Highway repairs

KOTA BARU: The Public Works Department (PWD) is reviewing the final report of the Pavement Condition Assessment (PCA) to plan road repair works, including along critical routes such as the East-West Highway (JRTB), says Public Works director-general Datuk Roslan Ismail.
He said the PCA was essential for identifying damaged pavement sections and determining the most suitable maintenance methods to ensure that available allocations were utilised optimally.
"For the Gerik–Jeli stretch of the JRTB, the PCA has been conducted since March 13 using advanced technologies such as the Multi Laser Profiler and Falling Weight Deflectometer.
"We began the assessment earlier this year, and it is now in its final stage.
"Based on the PCA report, we will use the existing allocation of RM55 million for repair works. If that is insufficient, we will apply for additional funding," he told reporters after launching the annual general meeting of the Kelantan chapter of the Malaysian Malay Contractors Association here today.
Roslan said that it was impossible to repair the entire route in a short period due to the high cost and potential disruption to other infrastructure projects.
"In this regard, we agree with the suggestion made by the Perak menteri besar, which aligns with PWD's aspirations.
"We have long had plans in place, but it must be understood that the country's funding system follows a 'whole of nation' approach, where allocations are distributed comprehensively and according to annual priorities.
"God willing, with the support from the state government and emphasis from the works minister, we have submitted an application for phased improvements," he said.
The 215km JRTB, which links Gerik in Perak to Jeli in Kelantan, has been identified as a strategic route frequently damaged due to weather conditions and heavy traffic flow.
Roslan said any road repair works would be carried out prudently to avoid overlap or interference with other ongoing development projects.
"We want every ringgit spent to have the best possible impact for the people," he said.

BACHOK, June 28 — The Public Works Ministry (KKR) has revealed that rainy weather and overloaded heavy vehicles were the two main causes behind damaged roads in the country. Its deputy minister, Datuk Seri Ahmad Maslan said RM4 billion was required to repair the damaged roads in the country, but the ministry has only received nearly RM2 billion due to limitations faced by the government. 'My ministry always hopes that we will get more allocations each year to repair damaged roads as there are those that are 'old' and require re-tarring,' he told reporters after officiating the Bachok Umno division delegates' meeting here today. He revealed that the ministry had previously suggested that any collection made by the Road Transport Department, including road tax and speeding summonses be handed to the ministry to use for road repairs but the suggestion never received any feedback. 'If there is any suggested additional taxes from heavy vehicles as mooted by certain parties, they should be handed to the Finance Ministry or the Transport Ministry,' he added. — Bernama

LAHAD DATU: The Public Works Department (JKR), contractors, and project centres involved in the Pan Borneo Highway development have been urged to proactively identify potential risks that could disrupt project progress. Works Minister Datuk Ir. Shahelmey Yahya said early identification of risks is essential to minimise negative impact and ensure the project stays on track. 'This proactive approach will help ensure the project is completed according to schedule,' he said during a visit to Package 20 of the Pan Borneo Highway project site in Lahad Datu on Tuesday. As part of the visit, Shahelmey was also briefed by JKR on the project's current progress. According to him, the project's physical completion currently stands at only 1.6 per cent, though still within the contractual timeline. However, he acknowledged that the percentage is relatively low, especially considering that the Letter of Acceptance (SST) was issued nearly eight months ago. 'I was informed that works are still largely focused on land assessment and evaluating affected houses,' he said, identifying this as the main reason behind the slow progress on the ground. In response, Shahelmey directed the contractor to identify sections along Package 20 that are not affected by land acquisition issues, so that physical works such as clearing and alignment formation can proceed without delay. 'At least one kilometre of clearing and alignment works has started, and I hope this momentum will continue to improve over time,' he added. JOHOR BAHRU, June 25 (Bernama) – The construction of a gantry toll structure, expected to be completed by Dec 15, is set to reduce traffic congestion in the Kong Kong area and along the Senai-Desaru Expressway (SDE). Johor, Public Works, Transport, Infrastructure and Communications Committee chairman, Mohamad Fazli Mohamad Salleh said the project has achieved 20.43 per cent progress, ahead of the scheduled timeline. According to him, the gantry toll construction is a solution to the long-standing dispute over the opening of a flyover that has already been completed. 'This flyover, built by Meridin East Sdn Bhd, was completed in 2021 and connects the Kong Kong area to the SDE. It was constructed with the objective of dispersing traffic from the Kong Kong residential area to the Pasir Gudang and Tanjung Langsat industrial areas. 'The flyover, which cost RM53 million, helps shorten travel from Jalan J10 to Pasir Gudang/Tanjung Langsat, avoiding congestion that typically occurs during peak hours,' he said in a statement. Mohamad Fazli explained that without the flyover, users would have to go through the Cahaya Baru Toll Plaza, make a U-turn at the Tiram Toll Plaza, and return to the same toll plaza – adding 40 kilometres to the journey and incurring an additional toll charge of RM11.20. He added that the situation also led some drivers to make U-turns at unsafe spots, thereby posing road safety risks. He said that with the flyover's opening, commuters from the Kong Kong area can directly access the SDE and continue to the Pasir Gudang and Tanjung Langsat industrial zones, cutting their travel distance to just 7 kilometres. -- BERNAMA
