
S'wak-Putrajaya ink joint declaration for Petros-Petronas collab on gas framework
KUCHING (May 21): All relevant federal and state laws governing gas distribution in Sarawak will coexist and be upheld by all parties involved in such activities, according to a joint declaration signed today by Prime Minister Datuk Seri Anwar Ibrahim and Sarawak Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg in Putrajaya today.
The declaration stated that the parties include Petroliam Nasional Berhad (Petronas) and Petroleum Sarawak Berhad (Petros).
'Petronas will continue its functions, activities, responsibilities and obligations entrusted to Petronas in Malaysia, under the Petroleum Development Act 1974 (PDA 1974) and its regulations.
'Parties shall endeavour to continue to work together to detail out the framework for the benefit of the nation, taking into consideration the aspirations of Sarawak,' it said.
The joint statement also confirmed the appointment of Petros as the gas aggregator for Sarawak.
This appointment, effective March 1, 2025, is made under Section 7A of the Distribution of Gas Ordinance (DGO) 2016 and must be respected by all parties engaged in the marketing, distribution, and supply of gas to consumers in the state.
'For agreements and arrangements pertaining to the supply and sale of natural gas to consumers in the State of Sarawak, the role of Petros is in alignment with this declaration.
'Any agreements and arrangements between Petronas and/or its subsidiaries with third parties for the purpose of LNG (liquefied natural gas) sales from upstream operations through to LNG exports to foreign parties shall remain unaffected,' it said.
Both leaders also announced that Petronas and Petros will enter into discussions to broaden business cooperation in support of Sarawak's domestic gas requirements.
These discussions will include joint initiatives to implement projects delivering up to 1.2 billion standard cubic feet per day (Bscf/d) of gas, in line with the Sarawak Gas Roadmap.
Additionally, both entities will explore joint ventures in green energy, hydrogen, and power generation projects, in line with Sarawak's broader ambition to establish itself as an energy hub in the Asean region.
Meanwhile at a press conference, Anwar, who is also Finance Minister, said the agreement represented a step forward in national and state development through cooperation between Petronas and Petros.
'This understanding, in principle, had been discussed earlier with the Premier, taking into account the parameters that recognise both the Petroleum Development Act (PDA) 1974 and Sarawak's amended Distribution of Gas Ordinance (DGO) 2016,' he said in a Bernama report.
Anwar said the agreement reflected Sarawak's growing maturity and capability, including the establishment of a state oil company with significant potential.
He added that the understanding ensured Petronas' role would remain intact, while Petros' position in Sarawak would be formally recognised.
'Petronas' role is not diminished. It continues to operate as usual, but now within a framework that also takes into account Sarawak's enhanced responsibilities and Petros' role.
'This understanding allows Petronas to continue its operations, while recognising Petros as a key player in Sarawak. Both will work together to elevate Malaysia's standing in the oil and gas sector,' he said.
Anwar also said the government aimed to position Sarawak as the regional hub for the oil and gas industry in Asean.
'I believe this is a realistic and strategic move that will strengthen the nation's economy and enhance Sarawak's position,' he said.
Also present were Deputy Prime Minister, Datuk Seri Fadillah Yusof; Sarawak Utilities and Telecommunications Minister, Datuk Seri Julaihi Narawi; and Works Minister, Datuk Seri Alexander Nanta Linggi.

The so-called Madani Economy has failed to lift the rakyat's quality of life. Instead, Anwar's leadership has plunged the country deeper into political instability, economic stagnation and social discontent. The Turun Anwar rally is more than just a protest. It is a collective cry from the people – a demand for accountability, justice and the restoration of democracy. Malaysians from all walks of life, all races, and all religions must come together to reclaim the future of the nation. Let this be a turning point in Malaysian history. It empowers Sabah to exercise greater control over its oil and gas resources, paving the way for a period of renewed growth and development within the state. This positive outlook is further bolstered by the success of SMJ Energy, a Sabahan oil and gas company that has achieved remarkable financial standing, boasting a coveted triple-A bond rating and substantial assets and profitability as demonstrated by its RM50 million maiden dividend to the State Govt in 2023. However, a crucial question remains – how can Sabah leverage these developments to create a truly inclusive oil and gas ecosystem that empowers its local population? Moving Beyond Resource Extraction - A Collaborative Approach While the CCA and SMJ Energy's success are positive indicators, a strategic shift is necessary to translate these developments into tangible benefits for Sabahans. The focus should extend beyond mere resource extraction. Petronas, as the national oil company, has a unique opportunity to foster a collaborative environment. This can be achieved by actively supporting and nurturing the growth of Sabahan companies, enabling them to become key players across various segments of the oil and gas value chain. Moving away from the narrative of a skills gap, Petronas can play a pivotal role in bridging this gap by investing in targeted training programs and mentorship initiatives. Equipping Sabahans with the necessary expertise will unlock their potential to contribute meaningfully across the upstream, midstream, and downstream sectors of the industry. Transparency - Building a Ladder of Opportunity Transparency is paramount in ensuring equitable participation. Demystifying the entire oil and gas value chain – from upstream exploration and production to downstream activities like logistics, maintenance, and even catering services – is crucial. This information, readily available and presented in a clear and concise format, will empower aspiring entrepreneurs and business owners to identify suitable entry points for participation. Imagine a comprehensive breakdown of the different stages within the industry, along with clear outlines of the qualifications and resources needed for participation at each level. This will empower Sabahans, from established businesses to individuals with entrepreneurial ambitions, to identify their ideal entry points. Think of it as a carefully constructed ladder. A local catering company, for example, can begin by providing food services to offshore platforms. As their expertise and capacity grow, they can climb the ladder, potentially securing larger contracts or even expanding into other segments like equipment maintenance or specialized transport. This fosters a dynamic environment where local businesses can continuously improve and evolve alongside the industry. Additional Crucial Measures for Empowering Local Participation Infrastructure Development: Investing in Sabah's transportation networks, communication systems, and power grids will create a more attractive environment for businesses and incentivize further participation. Improved infrastructure will not only reduce operational costs but also enhance productivity and efficiency. Education and Training Alignment: Aligning Sabah's education and training curriculum with the specific needs of the oil and gas industry will ensure a readily available pool of qualified local talent. This includes incorporating relevant technical skills training alongside soft skills development programs to nurture well-rounded professionals. Local Content Requirements: Establishing clear and measurable local content requirements will incentivize contractors and operators to utilize Sabah-based services and workforce. This can be implemented through a tiered system that offers preference to companies demonstrating a commitment to local hiring and procurement. Financial Support Mechanisms: Providing access to financing for Sabahan businesses, particularly SMEs, is crucial for contract competition and joint venture participation. Loan guarantees, tax breaks, and subsidies can level the playing field. Grant programs specifically targeted towards innovation and technological development in the oil and gas sector can further empower local companies. Encouraging Innovation and Entrepreneurship: Fostering a culture of innovation and entrepreneurship will be critical to drive local participation beyond traditional service provision. Supporting the development of homegrown oil and gas technology and service companies will ensure Sabah has a stake in the entire value chain. This can involve establishing business incubators, providing mentorship programs, and organizing innovation challenges focused on addressing industry-specific problems. A Shared Journey Towards Prosperity By fostering an inclusive and transparent environment, Sabah can unlock its true potential in the oil and gas sector. Leaders rally around trade unity: US tariffs dominate Asean talks
Published on: Sunday, July 13, 2025 Published on: Sun, Jul 13, 2025 By: Bernama Text Size: Kuala Lumpur: As global trade tensions continue to rise, the 58th Asean Foreign Ministers' Meeting (AMM) and Related Meetings wrapped up its four days of talks in Kuala Lumpur with the United States' (US) sweeping tariff hikes becoming a major talking point among regional leaders. The gathering, which convened foreign ministers, dialogue and sectoral partners and regional leaders under Malaysia's 2025 Asean Chairmanship, became a forum to recalibrate Asean's economic diplomacy amid shifting global trade realities. Just the day before the annual meeting kicked off on July 8, US President Donald Trump continued to shake the world with new tariffs ranging from 25 per cent to 40 per cent on 14 countries, including Asean economies. Trump also issued an executive order to extend the suspension of 'reciprocal tariffs' until August 1. Among Asean countries, several received lower tariffs than initially announced on April 2 – Vietnam's rate was reduced to 20 per cent from 46 per cent; Cambodia's rate dropped to 36 per cent from 49 per cent; Laos saw a decrease to 40 per cent from 48 per cent; and Myanmar's rate was revised down to 40 per cent from 44 per cent. Meanwhile, the US decided to maintain Indonesia and Thailand's tariff rates at 32 per cent and 36 per cent, respectively. However, the US has not yet announced final tariff decisions for the Philippines (17 per cent), Singapore (10 per cent), and Brunei (24 per cent). While Malaysia, once again being caught in the crosshairs of major power rivalry, was hit with a 25 per cent tariff effective August 1, a revision of one per cent upward from 24 per cent in April 2025. Despite this, Malaysia's Prime Minister, Datuk Seri Anwar Ibrahim, who officiated the annual AMM, struck a pragmatic tone. 'Rubio stated that the letter was general, but Malaysia still has about one month to negotiate. He also acknowledged that Malaysia is a major trading partner of the US in this region, and will consider and present our views,' Anwar said after meeting with the US Secretary of State Marco Rubio in Parliament. Anwar's emphasis on maintaining Malaysia's neutral and independent foreign policy was equally clear by saying: 'No. While the US is an important trading partner, we will also strengthen our ties with China, Asean countries, and others to safeguard our people's interests and the nation's well-being'.
